Be It Enacted by the People of the State of Oregon:
DEPARTMENT OF HUMAN SERVICES
(General Fund Appropriation)
SECTION 1.
Notwithstanding any other provision of law, the General Fund appropriation
made to the Department of Human Services by section 1 (2), chapter _______, Oregon Laws
2025 (Enrolled Senate Bill 5526), for the biennium beginning July 1, 2025, for state assess-
ments and enterprise-wide costs, is increased by $17,245,820, which may be expended for
participation by the background check unit of the department in the Rap Back program, as
defined in ORS 181A.205.
(Federal Funds Expenditure Limitation)
SECTION 2. Notwithstanding any other law limiting expenditures, the limitation on
expenditures established by section 3 (2), chapter _______, Oregon Laws 2025 (Enrolled Senate
Bill 5526), for the biennium beginning July 1, 2025, as the maximum limit for payment of ex-
penses for participation by the background check unit of the Department of Human Services
in the Rap Back program, as defined in ORS 181A.205, from federal funds collected or re-
ceived by the department for state assessments and enterprise-wide costs, is increased by
$11,808,047.

SECTION 3.
Notwithstanding any other law limiting expenditures, the limitation on
expenditures established by section 2 (2), chapter _______, Oregon Laws 2025 (Enrolled Senate

by $4,349,716.
SECTION 4.
Notwithstanding any other law limiting expenditures, the limitation on
expenditures established by section 2 (8), chapter _______, Oregon Laws 2025 (Enrolled Senate
Bill 5526), for the biennium beginning July 1, 2025, as the maximum limit for payment of ex-
penses for participation by the background check unit of the Department of Human Services
in the Rap Back program, as defined in ORS 181A.205, from fees, moneys or other revenues,
including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or
received by the department, for shared services, is increased by $36,770,115.
OREGON HEALTH AUTHORITY
(General Fund Appropriation)
SECTION 5.
Notwithstanding any other provision of law, the General Fund appropriation
made to the Oregon Health Authority by section 1 (7), chapter _____, Oregon Laws 2025
(Enrolled House Bill 5025), for the biennium beginning July 1, 2025, for state assessments and
enterprise-wide costs, is increased by $2,154,303, which may be expended for subsidizing the
costs to employees of criminal records checks.

SECTION 6. Notwithstanding any other law limiting expenditures, the limitation on
expenditures established by section 5 (7), chapter _______, Oregon Laws 2025 (Enrolled House
Bill 5025), for the biennium beginning July 1, 2025, as the maximum limit for payment of ex-
penses for participation by the background check unit of the Oregon Health Authority in the
Rap Back program, as defined in ORS 181A.205, from federal funds collected or received by
the authority for state assessments and enterprise-wide costs, is increased by $1,027,135.
(Other Funds Expenditure Limitation)
SECTION 7.
Notwithstanding any other law limiting expenditures, the limitation on
expenditures established by section 2 (9), chapter _______, Oregon Laws 2025 (Enrolled House
Bill 5025), for the biennium beginning July 1, 2025, as the maximum limit for payment of ex-
penses for participation by the background check unit of the Oregon Health Authority in the
Rap Back program, as defined in ORS 181A.205, from fees, moneys or other revenues, in-
cluding Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or
received by the authority, for state assessments and enterprise-wide costs, is increased by

SECTION 8.
In addition to and not in lieu of any other appropriation, there is appropri-
ated to the Department of State Police, for the biennium beginning July 1, 2025, out of the
General Fund, the amount of $_______, which may be expended for implementing the Rap
Back program, as defined in ORS 181A.205.

SECTION 9.
Notwithstanding any other law limiting expenditures, the amount of $_______
is established for the biennium beginning July 1, 2025, as the maximum limit for payment of
expenses for implementing the Rap Back program, as defined in ORS 181A.205, from federal
funds collected or received by the Department of State Police.

SECTION 10.
Notwithstanding any other law limiting expenditures, the amount of
$15,866,481 is established for the biennium beginning July 1, 2025, as the maximum limit for
payment of expenses for implementing the Rap Back program, as defined in ORS 181A.205,
from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery
funds and federal funds, collected or received by the Department of State Police.

EMERGENCY CLAUSE
SECTION 12. This 2025 Act being necessary for the immediate preservation of the public
peace, health and safety, an emergency is declared to exist, and this 2025 Act takes effect
on its passage.
