A BILL FOR AN ACT
Relating to coordinated care organization global budgets; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1.
(1) As used in this section, “coordinated care organization” and “global
budget” have the meanings given those terms in ORS 414.025.
(2) The Oregon Health Authority shall study a methodology for calculating a coordinated
care organization’s global budget that takes into consideration a coordinated care
organization’s investments in:
(a) Improving health outcomes for the coordinated care organization’s members;
(b) Improving the quality of and access to care;
(c) Reducing the delivery of inefficient and ineffectual care; and
(d) Improving community health.
(3) No later than December 31, 2025, the authority shall report to the interim committees
of the Legislative Assembly related to health, in the manner provided in ORS 192.245, the
authority’s findings from the study conducted under subsection (2) of this section. The report
may include recommendations for legislative changes.
SECTION 2.
This 2025 Act being necessary for the immediate preservation of the public
peace, health and safety, an emergency is declared to exist, and this 2025 Act takes effect
on its passage.
