Whereas Frank Wayne Smith was born on October 8, 1945, in Lakeview, Oregon, to Lester and
Era Smith; and
Whereas Frank Smith was raised in a close-knit family with a strong sense of duty, service and
community; and
Whereas Frank Smith’s journey through life was marked by his dedication to his country, his
family and his community; and
Whereas Frank Smith served his country with honor and great distinction in the United States
Navy for 27 years, including active duty during the Vietnam War; and
Whereas Frank Smith was a proud “mustang,” meaning he rose through the enlisted ranks be-
fore being commissioned as an officer—a rare and impressive achievement—ultimately attaining the
rank of lieutenant commander; and
Whereas Frank Smith earned many awards and commendations for his accomplishments during
his long naval career, including the Navy Commendation Medal, the Navy Achievement Medal (two
awards), the National Defense Service Medal, the Navy Expeditionary Medal, the Republic of
Vietnam Campaign Medal and the Vietnam Service Medal (five awards); and
Whereas Frank Smith was dedicated to improving services for his fellow veterans; and
Whereas Frank Smith earned bachelor’s and master’s degrees in business administration, as well
as a master’s degree in public administration; and
Whereas Frank Smith was a beloved fixture in the Port Orford community, where he was the
owner of the Port & Starboard Restaurant & Lounge, an establishment built by his father and owned
by his family for three generations; and
Whereas Frank Smith believed deeply in the importance of giving back to his community, and
he was a dedicated and tireless volunteer who gave generously of his time and resources to make
Port Orford a better place to live, work and play; and
Whereas Frank Smith was an elected or appointed official on numerous local boards and com-
missions during his many decades of public service, including serving as chairman of the Port
Orford-Langlois School District board; and
Whereas Frank Smith had a profound impact on youth sports in Port Orford, where he was the
varsity boys’ basketball coach at Pacific High School, and he could often be seen around town
umpiring baseball games and refereeing basketball games; and
Whereas Frank Smith worked for many years with Meals on Wheels, a program that delivers
nutritious food to seniors who are homebound or need help with shopping or cooking; and
Whereas Frank Smith was a longtime member and board member of the Port Orford Rotary
Club, and he was instrumental in the creation of the Port Orford Rotary Scholarship Foundation and
the annual dinner and dance scholarship fundraiser; and
Whereas Frank Smith was always ready to support public service organizations, including the
local American Legion post and Masonic lodge; and
Whereas Frank Smith was a devout Christian whose faith was central to his life, and he at-
tended St. Christopher’s Episcopal Church in Port Orford, where he had shared his love for the
church with his mother during his childhood; and
Whereas Frank Smith was a kind and gentle man who touched many lives with his spirit and
generosity; and

Whereas Frank Smith’s true love was his wife, Bonnie, whom he married in 1966 after meeting
her as a student at Pacific High School in 1959, and they were inseparable for 65 years of courtship
and marriage; and
Whereas family was everything to Frank Smith, and he passed on his values of love and con-
nection to every person he touched during his long and happy life; and
Whereas Frank Smith passed away on December 5, 2024; and
Whereas Frank Smith was survived by his beloved wife, Bonnie; sons, Todd and David; grand-
daughters, Jadyn and Antonia; and brothers, Jimmy and Bill; and
Whereas Frank Smith will forever be remembered for his lifetime of dedicated service and the
profound and lasting impact he had on his community; now, therefore,
Be It Resolved by the Legislative Assembly of the State of Oregon:
That we, the members of the Eighty-third Legislative Assembly, honor and celebrate the life of
Frank Wayne Smith, and we express our gratitude for his service to the people of the State of
Oregon; and be it further
Resolved, That a copy of this resolution shall be presented to the family of Frank Smith as an
expression of our sympathy and condolences.
