Whereas Carol Rulla began attending Kelly Creek Neighborhood Association meetings in 2005,
and shortly after, her passion for solving problems and commitment to supporting those who were
unaccustomed to speaking up for themselves saw her elected president of the association; and
Whereas Carol Rulla led the Kelly Creek Neighborhood Association for three years before she
began serving as its land use director, a role she remains passionate about to this day; and
Whereas in 2006, Carol Rulla was elected vice president of the Coalition of Gresham Neighbor-
hood Associations, and a year later, she was voted president of the coalition; and
Whereas Carol Rulla has spent two decades uplifting, informing and advocating for the neigh-
borhoods of Gresham and helping to provide agency to all who live in the communities she serves;
and
Whereas Carol Rulla’s drive to help her neighbors across Gresham gain knowledge and under-
stand how to advocate effectively has helped strengthen the Coalition of Gresham Neighborhood
Associations into a cohesive community of neighborhoods and a respected, trusted voice at Gresham
City Hall and within the community; and
Whereas whether she is wading into the murky world of land use rules and city code, creating
concept plans for Gresham’s undeveloped parks or improving the city’s sustainability through her
involvement with the Gresham Repair Cafe, Carol Rulla’s tireless devotion to her community has
significantly improved the quality of life for all those who call Gresham home; now, therefore,
Be It Resolved by the Legislative Assembly of the State of Oregon:
That we, the members of the Eighty-third Legislative Assembly, recognize and honor Carol Rulla
for her remarkable contributions to Gresham and to the people of this state.
