Whereas the service and sacrifice of our nation’s veterans have been instrumental in protecting
the freedoms and liberties afforded to the people of the United States of America; and
Whereas Oregon has an illustrious tradition of honoring its veterans through official roadside
memorials, but many of the veterans who have died to preserve the rights we cherish have not yet
been honored with the recognition they deserve; and
Whereas Lieutenant Colonel Herb Doby of Oregon City, who had an esteemed military career
before joining the United States Air Force, was declared MIA during his service in Vietnam until
his remains were identified on November 1, 1977; and
Whereas Second Lieutenant Dale Allen Perkins of Oregon City, who was known for his selfless
work with Korean orphans, died during his service in Vietnam on November 3, 1966; and
Whereas First Lieutenant Patrick Leonard Woods of Oregon City, who served in the Peace
Corps in Indonesia and Thailand before enlisting with the United States Army, earned multiple
accolades during his service in Vietnam before his death on December 24, 1968; and
Whereas Staff Sergeant Donald Dean Brubaker of Oregon City, who selflessly took his brother’s
place when he enlisted in the United States Army, died in Vietnam on September 28, 1971, when the
Third Air Cavalry base where he was stationed was overrun; and
Whereas Lance Corporal Gary Kyle Kestler of Oregon City, a respected United States Marine,
was killed in action on May 28, 1968, while holding a defensive position in Quang Tri, South
Vietnam; and
Whereas Corporal Joel Lynn Gabriel of Oregon City, a United States Army indirect fire
infantryman, was killed by hostile small arms fire in Long Khanh, South Vietnam, on February 11,
1969; and
Whereas Private First Class Terry Allan Sundeen of Oregon City, a machine gunner in the
United States Marines, died during an accident on base in Da Nang, South Vietnam, on May 25,
1969; and
Whereas Private First Class Charles Leroy Roberts of Oregon City, a rifleman in the United
States Marines, died during an accident in Quang Tri, South Vietnam, on November 9, 1966; and
Whereas Private First Class Lewis Ray Dietz of Portland, a United States Army cavalryman,
was killed in action while stationed near Bien Hoa in Dong Nai Province, Vietnam, on February 14,
1966; and
Whereas Sergeant Dwight Hayes of Oregon City, a United States Army field illumination
crewman, died from injuries sustained during an accident in Phuoc Tuy Province, South Vietnam,
on February 6, 1970; and
Whereas Specialist Four Robert Dean Neasham of Canby, a United States Army heavy vehicle
driver, died from a self-inflicted wound in Binh Dinh Province, South Vietnam, on October 13, 1968;
and
Whereas Staff Sergeant Warren Emery Newton of Canby, a helicopter repairman in the United
States Army, died when his helicopter was shot down and exploded in Quang Tin Province, South
Vietnam, on January 9, 1968, and he was declared MIA until his remains were recovered and iden-
tified in 2015; and
Whereas Private First Class Curtis Neil Evans of Gladstone, a United States Army infantryman,
died from small arms fire in Kon Tum Province, South Vietnam, on September 2, 1968; and

Whereas Lance Corporal Walter David Freeman of Gladstone, a United States Marine Corps
rifleman, died from small arms fire in Quang Nam Province, South Vietnam, on December 2, 1968;
and
Whereas Airman Brian Lee Bushnell of Tualatin, a structural mechanic in the United States
Navy, died in a crash at sea in the Gulf of Tonkin, North Vietnam, on April 9, 1070; and
Whereas Private First Class Robert Wayne Clarke of West Linn, a United States Marine Corps
rifleman, died of wounds inflicted by an explosive device in Quang Tri Province, South Vietnam, on
August 26, 1968; and
Whereas Warrant Officer Allen Dean Perkins of West Linn, a helicopter pilot in the United
States Army, died in a helicopter crash in Bien Hoa, Dong Nai Province, South Vietnam, on No-
vember 24, 1969; and
Whereas Lance Corporal Steven Adrian Smith of West Linn, a United States Marine Corps
rifleman, died of wounds inflicted by artillery, rocket or mortar fire in Quang Tri Province, South
Vietnam, on October 26, 1967; and
Whereas Private First Class Dale William Tolbert of West Linn, a United States Army
infantryman, died from multiple fragmentation wounds inflicted in Binh Duong Province, South
Vietnam, on May 19, 1967; now, therefore,
Be It Resolved by the Legislative Assembly of the State of Oregon:
That we, the members of the Eighty-third Legislative Assembly, recognize and honor Lieutenant
Colonel Herb Doby (USAF), Second Lieutenant Dale Allen Perkins (USAR), First Lieutenant Patrick
Leonard Woods (USAR), Staff Sergeant Donald Dean Brubaker (USAR), Lance Corporal Gary Kyle
Kestler (USMC), Corporal Joel Lynn Gabriel (USAR), Private First Class Terry Allan Sundeen
(USMC), Private First Class Charles Leroy Roberts (USMC), Private First Class Lewis Ray Dietz
(USAR), Sergeant Dwight Hayes (USAR), Specialist Four Robert Dean Neasham (USAR), Staff
Sergeant Warren Emery Newton (USAR), Private First Class Curtis Neil Evans (USAR), Lance
Corporal Walter David Freeman (USMC), Airman Brian Lee Bushnell (USN), Private First Class
Robert Wayne Clarke (USMC), Warrant Officer Allen Dean Perkins (USARV), Lance Corporal
Steven Adrian Smith (USMC) and Private First Class Dale William Tolbert (USARV) for their ser-
vice to their country.
