JOINT MEMORIAL
To the President of the United States, the Director of the Bureau of Land Management, the Chief
of the United States Forest Service, and the Senate and the House of Representatives of the
United States of America, in Congress assembled:
We, your memorialists, the Eighty-third Legislative Assembly of the State of Oregon, in legisla-
tive session assembled, respectfully represent as follows:
Whereas from forests to parklands, high deserts to coastal ranges, Oregon prides itself on its
land; and
Whereas 32 million of Oregon’s 61 million acres are controlled by the Bureau of Land Manage-
ment and the United States Forest Service; and
Whereas across wide swaths of federally controlled land, mismanagement by federal agencies
has resulted in significant destruction of both public and private resources, causing immeasurable
harm to struggling rural economies and putting Oregonians at risk of mortal danger throughout this
state; and
Whereas Oregon land controlled by federal agencies emits dangerous levels of greenhouse gases,
contributing substantially to climate change in this state; and
Whereas poor stewardship of Oregon land by federal agencies has played a major role in the
unprecedented rise in wildfires in this state, and wildfires have claimed the lives of at least 13
Oregonians, burned more than 2 million acres and destroyed thousands of homes since 2019; now,
therefore,
Be It Resolved by the Legislative Assembly of the State of Oregon:
That we, the members of the Eighty-third Legislative Assembly, respectfully request the Bureau
of Land Management and the United States Forest Service to relinquish control of as much land in
this state as possible to the State of Oregon so management of that land can be returned to the
counties situated on it; and be it further
Resolved, That a copy of this memorial shall be sent to the President of the United States, to
the Director of the Bureau of Land Management, to the Chief of the United States Forest Service,
to the Senate Majority Leader, to the Speaker of the House of Representatives and to each member
of the Oregon Congressional Delegation.
