JOINT MEMORIAL
To the President of the United States and the Senate and the House of Representatives of the United
States of America, in Congress assembled:
We, your memorialists, the Eighty-third Legislative Assembly of the State of Oregon, in legisla-
tive session assembled, respectfully represent as follows:
Whereas the United States Constitution assigns primary responsibility for the conduct of re-
lations with foreign governments to the President and the federal government; and
Whereas within the federal system of governance established by the United States Constitution,
the states are largely dependent on the federal government for the provision of a common national
defense; and
Whereas relations between the United States and its European and Asian allies have been de-
veloped over the decades since World War II into highly stable, peaceful and successful arrange-
ments that promote peace, stability and long-term worldwide economic growth; and
Whereas the newly elected President in his first administration made changes in decades-old
foreign policy precepts, such as the United States’ relationship with Russia and the United States’
position on nuclear nonproliferation; and
Whereas the newly elected President in his first administration appointed foreign policy and
national defense teams with limited professional experience and untested judgment on the conduct
of foreign relations; and
Whereas an incoming President is bound by existing formal economic collaboratives, diplomatic
relationships, military alliances and treaties approved by the United States Senate; and
Whereas the sudden shifts away from foreign policy and national defense norms by inexperi-
enced and untested foreign policy and national defense appointees will cause dramatic economic and
security impacts on the State of Oregon and the United States of America; now, therefore,
Be It Resolved by the Legislative Assembly of the State of Oregon:
That we, the members of the Eighty-third Legislative Assembly, strenuously urge the President
of the United States to carry out foreign policy and national defense doctrines that are rational,
well-understood and well-reasoned; and be it further

Resolved, That we urge the President to appoint, and the Senate to confirm, foreign policy and
defense officials who possess sufficient professional experience and sufficient understanding of global
dynamics and international law to carry out the rational and well-reasoned doctrines previously
described; and be it further
Resolved, That we note that a failure to achieve the objectives described in the preceding par-
agraphs may represent a high crime on the part of the Executive Branch of the United States of
America; and be it further
Resolved, That a copy of this memorial shall be sent to the President of the United States, the
Senate Majority Leader, the Speaker of the House of Representatives and each member of the
Oregon Congressional Delegation.
