A BILL FOR AN ACT
Relating to seismic rehabilitation memorial plaques for schools; and prescribing an effective date.
Be It Enacted by the People of the State of Oregon:
SECTION 1.
(1) As used in this section, “qualifying school” means a building or preman-
ufactured structure that is used to provide educational services to children in any grade
from kindergarten through grade 12 and that has received a distribution for seismic reha-
bilitation from the Education Seismic Fund pursuant to ORS 286A.768.
(2) To recognize and honor Senator Peter Courtney’s contributions for his role in sup-
porting seismic rehabilitation funding for schools in this state, the Oregon Business Devel-
opment Department shall create and distribute memorial plaques to schools that have
received distributions from the Education Seismic Fund under ORS 286A.768 beginning on
or after January 1, 2009, and have completed projects before the effective date of this 2025
Act.
(3) A qualifying school that receives a memorial plaque shall:
(a) Prominently display the plaque so that it is easily viewable by visitors to the school;
and
(b) Mount the plaque for display not later than one year after the date of receiving the
plaque.
(4) The department shall distribute the plaques to the qualifying schools no later than
January 1, 2028.
SECTION 2.
In addition to and not in lieu of any other appropriation, there is appropri-
ated to the Oregon Business Development Department for deposit into the Education Seismic
Fund, for the biennium beginning July 1, 2025, out of the General Fund, the amount of

tion 1 of this 2025 Act.
SECTION 3.
Section 1 of this 2025 Act is repealed January 2, 2028.
SECTION 4. (1) As used in this section, “qualifying school” means a building or preman-
ufactured structure that is used to provide educational services to children in any grade
from kindergarten through grade 12 and that has received a distribution for seismic reha-
bilitation from the Education Seismic Fund pursuant to ORS 286A.768.
(2) To recognize and honor Senator Peter Courtney’s contributions for his role in sup-
porting seismic rehabilitation funding for schools in this state, the Oregon Business Devel-
opment Department shall create and distribute memorial plaques to schools that have
received distributions from the Education Seismic Fund under ORS 286A.768.
(3) A qualifying school that receives a memorial plaque shall:
(a) Prominently display the plaque so that it is easily viewable by visitors to the school;
and
(b) Mount the plaque for display not later than one year after the date of receiving the
plaque.
(4) The department shall adopt rules requiring that a portion of the grant funds distrib-
uted to qualifying schools on or after the effective date of this 2025 Act is used to create
memorial plaques.
SECTION 5.
(1) Section 4 of this 2025 Act applies to seismic rehabilitation projects com-
pleted by qualifying schools on or after the effective date of this 2025 Act.
(2) As used in this section, “qualifying school” has the meaning given that term in sec-
tion 4 of this 2025 Act.
SECTION 6. This 2025 Act takes effect on the 91st day after the date on which the 2025
regular session of the Eighty-third Legislative Assembly adjourns sine die.
