A BILL FOR AN ACT
Relating to the health care workforce; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1.
In addition to and not in lieu of any other appropriation, there is appropri-
ated to the Oregon Health Authority, for the biennium beginning July 1, 2025, out of the
General Fund, the amount of $20,000,000, for the purpose of paying the nonfederal share of
the Oregon Essential Workforce Health Care Program established under ORS 735.520.
SECTION 2.
In addition to and not in lieu of any other appropriation, there is appropri-
ated to the Oregon Health Authority, for the biennium beginning July 1, 2025, out of the
General Fund, the amount of $2,500,000, for the purpose of paying the nonfederal share of the
Oregon CareWorks Supplemental Payment Program.
SECTION 3.
In addition to and not in lieu of any other appropriation, there is appropri-
ated to the Oregon Health Authority, for the biennium beginning July 1, 2025, out of the
General Fund, the amount of $2,500,000, for the purpose of providing reimbursements to
hospitals participating in a labor-management training trust, as provided in ORS 676.479, as
amended by section 2, chapter ____, Oregon Laws 2025 (Enrolled Senate Bill 283).
SECTION 4.
In addition to and not in lieu of any other appropriation, there is appropri-
ated to the Oregon Health Authority, for the biennium beginning July 1, 2025, out of the
General Fund, the amount of $9,500,000, for the purpose of providing an incentive payment
to federally qualified health centers, as provided in ORS 676.479, as amended by section 2,
chapter ____, Oregon Laws 2025 (Enrolled Senate Bill 283).
SECTION 5.
In addition to and not in lieu of any other appropriation, there is appropri-
ated to the Oregon Health Authority, for the biennium beginning July 1, 2025, out of the

General Fund, the amount of $15,000,000, for the purpose of providing reimbursements to
support clinical education at hospitals under ORS 676.476.
SECTION 6.
In addition to and not in lieu of any other appropriation, there is appropri-
ated to the Department of Human Services, for the biennium beginning July 1, 2025, out of
the General Fund, the amount of $10,000,000, for the purpose of providing reimbursements
to support clinical education in long term care facilities and residential care facilities under
ORS 676.476, as amended by section 1, chapter ____, Oregon Laws 2025 (Enrolled Senate Bill
283).
SECTION 7. This 2025 Act being necessary for the immediate preservation of the public
peace, health and safety, an emergency is declared to exist, and this 2025 Act takes effect
on its passage.
