A BILL FOR AN ACT
Relating to the Rock Creek Hatchery; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1.
(1) The State Department of Fish and Wildlife shall study:
(a) The potential impacts of temperature and of predation by nonnative fish species on
hatchery releases of coho salmon, winter steelhead salmon and chinook salmon associated
with the Rock Creek Hatchery in the Umpqua River basin to determine whether alternative
strategies for hatchery releases could minimize the potential for predation; and
(b) The impact of rearing practices on the homing of spring chinook salmon to the Rock
Creek Hatchery.
(2) The department shall submit a report on the study in the manner provided by ORS
192.245, and may include recommendations for legislation, to the interim committees of the
Legislative Assembly related to wildlife no later than September 15, 2026.
SECTION 2. Section 1 of this 2025 Act is repealed on June 30, 2027.
SECTION 3. In addition to and not in lieu of any other appropriation, there is appropri-
ated to the State Department of Fish and Wildlife, for the biennium beginning July 1, 2025,
out of the General Fund, the amount of $1,400,000 for the purpose of carrying out the pro-
visions of section 1 of this 2025 Act.
SECTION 4. This 2025 Act being necessary for the immediate preservation of the public
peace, health and safety, an emergency is declared to exist, and this 2025 Act takes effect
