Whereas on October 22, 2024, the Consulado de México en Portland (Consulate of Mexico in
Portland) presented the Ohtli Award to Hector Hinojosa Robles for his extraordinary career of
leadership and service to the Latino community in Oregon; and
Whereas “Ohtli” is a Nahuatl word meaning “path” or “way,” and the Ohtli Award is the
highest recognition granted by Mexico’s Secretaría de Relaciones Exteriores (Secretary of Foreign
Affairs), via the Instituto de los Mexicanos en el Exterior (Institute for Mexicans Abroad), to or-
ganizations or individuals who have devoted their lives to helping younger generations of Mexicans
find a life path less beset by challenges outside of their control; and
Whereas Hector Hinojosa Robles is a founding member of both the Washington County Cultural
Center and the Virginia Garcia Memorial Health Center, two key Oregon institutions created to
provide greater access to services and improved quality of life for the Latino community in Oregon,
especially migrant farmers living and working in this state; and
Whereas Hector Hinojosa Robles is an active member of the League of United Latin American
Citizens (LULAC), an organization committed to the protection and advancement of the civil rights
of the Latino community in the United States, and through his work at LULAC, he has passionately
advocated for legislation that protects Latinos from discrimination and marginalization, promoting
social justice and equity; and
Whereas Hector Hinojosa Robles is also active on the Board of Directors and the Executive
Committee of “Building Bridges of Understanding,” an initiative that promotes cooperation and
understanding between communities and authorities to increase community safety in the Portland
metropolitan area; and
Whereas the Ohtli Award was presented to Hector Hinojosa Robles by Consul General Carlos
Quesnel, who recognized Hector Hinojosa Robles’ spirit of service and solidarity to the Latino
community in Oregon, his unwavering dedication to civil rights, his unyielding commitment to
building a stronger, more united and more just Latino community in Oregon, and his tireless efforts
to improve the lives of thousands of families; and
Whereas upon receiving the Ohtli Award, Hector Hinojosa Robles called the award a tribute to
all those who dedicated their lives to community service and pledged to continue to work toward
building a fairer future for historically marginalized agricultural workers and all members of the
greater Latino community; and
Whereas Hector Hinojosa Robles is a shining example of the spirit of community service and a
testament to the notion that “bridging the gap” is not just a personal achievement but a legacy that
paves the way for those to come; now, therefore,
Be It Resolved by the Legislative Assembly of the State of Oregon:
That we, the members of the Eighty-third Legislative Assembly, recognize and honor Hector
Hinojosa Robles for his remarkable contributions to the people of this state.
