Whereas Colonel (Retired) Richard G. Kidd III, 88, a longtime resident of the Forest Grove
community, passed away peacefully at his home on October 6, 2024; and
Whereas Colonel Kidd was a beloved husband, father, grandfather, veteran and community
leader whose contributions to Forest Grove and beyond will be deeply missed; and
Whereas Colonel Kidd was born on February 12, 1936, in Starke, Florida, as the first of seven
children in a military family; and
Whereas Colonel Kidd graduated from Narimasu High School in Tokyo, Japan, in 1954, and
continued his education at Valley College and the University of California, Riverside; and
Whereas Colonel Kidd joined the United States Army in 1957, serving for a total of 32 years
and attaining the rank of Colonel; and
Whereas Colonel Kidd was a veteran of the Vietnam War and received numerous honors, in-
cluding multiple Bronze Star awards; and
Whereas on December 27, 1958, Colonel Kidd married Christine Fay in San Bernardino,
California; and
Whereas Colonel Kidd and Christine celebrated 65 years of marriage in December 2023; and
Whereas the couple moved to Oregon in 1971, and when Colonel Kidd transitioned to the Army
Reserve, they made Forest Grove their permanent home; and
Whereas Colonel Kidd was deeply engaged in community service, serving a combined 25 years
on the city council and as mayor of Forest Grove, as well as on the City of Forest Grove’s Planning
Commission; and
Whereas Colonel Kidd’s leadership extended to the Forest Grove Elks Lodge #2440, where he
was an active member; and
Whereas Colonel Kidd was also a charter member of the Forest Grove Daybreak Rotary Club;
and
Whereas Colonel Kidd was instrumental in establishing the City of Forest Grove’s Public Arts
Commission and the Historic Landmarks Board as an advisory body to the city council; and
Whereas in addition to his civic duties, Colonel Kidd was a two-time Chamber Citizen of the
Year and received the Chamber’s Lifetime Achievement Award in the spring of 2024; and
Whereas Colonel Kidd volunteered for 15 years with the Washington County Habitat for Hu-
manity, serving as construction manager and board chair and founding the home repair program;
and
Whereas Colonel Kidd’s efforts contributed to the construction of 18 new homes, with one of the
projects named “Kidd’s Corner” in his honor; and
Whereas Colonel Kidd’s wide-ranging interests encompassed photography, cooking, scuba diving
and flying as a licensed pilot for nearly 30 years; and
Whereas Colonel Kidd enjoyed traveling with Christine, participating in the Forest Grove sister
cities program and making family visits to the east coast; and
Whereas Colonel Kidd battled cancer in 2016 and entered remission for seven years before fac-
ing a return of the disease in 2023; and
Whereas despite facing health challenges in his final years, Colonel Kidd remained a pillar of
strength and resilience in his family and in the Forest Grove community; and

Whereas Colonel Kidd was a loving husband and proud father and is survived by his wife of 65
years, Christine Kidd; his son, Richard IV and daughter-in-law Ruth Taylor Kidd; his grandchild,
Reid Goodwin Kidd, a cadet at the United States Military Academy at West Point; and his siblings,
Robert and Marjorie Kidd, Marcy Neuendorf, Michael and Judy Kidd, John Kidd and Scott Kidd;
now, therefore,
Be It Resolved by the Legislative Assembly of the State of Oregon:
That we, the members of the Eighty-third Legislative Assembly, celebrate the life and accom-
plishments of Colonel Richard G. Kidd III, and we recognize and honor him for his service to his
country; and be it further
Resolved, That a copy of this resolution shall be presented to the family of Colonel Richard G.
Kidd III as an expression of our sympathy and condolences.
