A RESOLUTION
Designating April 29, 2025, as "22nd Amendment Day" in
Pennsylvania.
WHEREAS, The 22nd Amendment to the Constitution of the United
States establishes a term limit for the United States
presidency, stating "No person shall be elected to the office of
the President more than twice, and no person who has held the
office of President, or acted as President, for more than two
years of a term to which some other person was elected President
shall be elected to the office of President more than once"; and
WHEREAS, During the Constitutional Convention in 1787, the
founders of the United States created the standards and
qualifications for serving as the President of the United
States; and
WHEREAS, Upon ratification, the Constitution of the United
States established that the President would be elected to terms
of four years, though no term limits were established; and
WHEREAS, Throughout the 19th century and early 20th century,

at least 200 resolutions were proposed to amend the Constitution
of the United States to establish term limits for the
presidency, though none were passed by the Congress of the
United States; and
WHEREAS, In 1947, the Congress of the United States proposed
Joint Resolution 27 to establish a limit of two elected terms
for each President and passed the measure on March 21 of that
year, sending the measure to the states for ratification; and
WHEREAS, Upon the resolution being sent to the states for
ratification, Pennsylvania became the 15th state to ratify the
resolution on April 29, 1947; and
WHEREAS, On February 27, 1951, Minnesota became the 36th
state to ratify the resolution, thereby meeting the necessary
threshold for nationwide ratification and establishing the
resolution as the 22nd Amendment to the Constitution of the
United States; and
WHEREAS, Since its ratification, several members of the
Federal Government have proposed repealing the 22nd Amendment,
though none of these efforts have been enacted; and
WHEREAS, Today, the 22nd Amendment serves as a critical check
on executive power in the Federal Government; and
WHEREAS, Pennsylvania should celebrate the importance and
history of the 22nd Amendment and its role in our democracy
while commemorating the day the Commonwealth ratified the
amendment; therefore be it
RESOLVED, That the House of Representatives designate April
29, 2025, as "22nd Amendment Day" in Pennsylvania.
