A RESOLUTION
Directing the Legislative Budget and Finance Committee to
conduct a study and issue a report on the current status,
management and implementation of modernization practices for
the Department of Transportation.
WHEREAS, Modernization of the Department of Transportation to
exhibit efficient, reliable, cost-effective and improved methods
of practice is essential for the economic well-being of all
communities across this Commonwealth; and
WHEREAS, The Department of Transportation is crucial in
providing sufficient transportation needs throughout this
Commonwealth and has the responsibility of ensuring that the
effective and efficient modernization of the transportation
system takes place to benefit residents across this
Commonwealth; and
WHEREAS, Investing in and improving modernization efforts for
the transportation system across this Commonwealth can enhance
mobility, stimulate economic growth, reduce traffic congestion,
enhance environmental sustainability, improve overall quality of
life and create cost-effective practices; and

WHEREAS, A comprehensive study specifically focusing on the
modernization of the practices of the Department of
Transportation will provide valuable insights into the
constructive transportation needs and opportunities facing this
Commonwealth, challenges that present themselves in
modernization, contemporary investment decisions and policy and
future investment decisions and policy; and
WHEREAS, By conducting a study on the modernization of the
practices of the Department of Transportation, the Legislative
Budget and Finance Committee can gather data; evaluate existing
Department of Transportation practices by identifying gaps,
deficiencies and shortfalls; explore innovative solutions; and
recommend strategies to modernize Department of Transportation
practices; therefore be it
RESOLVED, That the House of Representatives direct the
Legislative Budget and Finance Committee to conduct a study and
issue a report on the current status, management and
implementation of modernization practices for the Department of
Transportation; and be it further
RESOLVED, That the study:
(1) Assess the existing means of procurement for the
Department of Transportation.
(2) Identify improvements in electronic paperless
transactions and explore existing paper transactions to be
offered by electronic paperless means.
(3) Evaluate the existing Department of Transportation
Engineering Districts and recommend changes or reforms to the
structure of each district considering factors, including
population change, county size, highway miles, accessibility,
maintenance costs, material costs, employment and access to

essential services.
(4) Explore modernization efforts and cost-effective
practices relating to road and bridge funding options.
(5) Engage with local communities, stakeholders, leader,
transportation experts and other relevant entities to gather
input, feedback and insights throughout the study.
(6) Develop a comprehensive set of recommendations and
strategies to enhance modernization of the practices of the
Department of Transportation, considering cost-effectiveness,
long-term sustainability, accessibility and the stimulation
of economic growth;
and be it further
RESOLVED, That the Legislative Budget and Finance Committee
prepare a report of its findings and recommendations and submit
the report to each member of the House of Representative no
later than 12 months after the adoption of this resolution.
