A RESOLUTION
Urging the Department of State to comply with the lawful
requests for information from the United States Department of
Justice and immediately fulfill its obligations to adequately
steward the election system of this Commonwealth by fully
cooperating with Federal authorities in their efforts to
prevent and investigate the registration of noncitizens to
vote.
WHEREAS, On June 23, August 4 and August 14, 2025, the United
States Attorney General issued three letters requesting voter
registration information from the Department of State to
ascertain compliance with Federal laws, including the Help
America Vote Act of 2002 (Public Law 107-252, 52 U.S.C. § 21081
et seq.) and the National Voter Registration Act of 1993 (Public
Law 103-31, 52 U.S.C. § 20501 et seq.); and
WHEREAS, On July 23, August 18 and August 21, 2025, the
Department of State replied with only incomplete information,
not to the satisfaction of the requests made by the United
States Attorney General; and
WHEREAS, On September 25, 2025, the United States Department
of Justice filed suit against the Commonwealth and the Secretary

of the Commonwealth to compel the production of the requested
information; and
WHEREAS, The information requested by the United States
Attorney General would provide the United States Department of
Justice with the data required to adequately enforce Federal law
regarding election integrity and voter registration
administration; and
WHEREAS, The refusal of the Department of State to timely
produce the requested information will waste Pennsylvania tax
dollars in litigation that the Commonwealth is likely to lose;
and
WHEREAS, The Department of State should properly share in the
goals of the United States Department of Justice in fully
utilizing all available information to investigate, prosecute
and prevent election fraud and the registration of noncitizens
to vote; therefore be it
RESOLVED, That the House of Representatives urge the
Department of State to comply with the lawful requests for
information from the United States Department of Justice and
immediately fulfill its obligations to adequately steward the
election system of this Commonwealth by fully cooperating with
Federal authorities in their efforts to prevent and investigate
the registration of noncitizens to vote; and be it further
RESOLVED, That the House of Representatives call on the
Governor to seek the fullest extent of collaboration between all
of the executive agencies under his administration and the
Federal Government as it seeks to duly enforce the immigration
laws of this nation.
