A RESOLUTION
Urging the Congress of the United States to require all states
to permanently observe daylight saving time year-round.
WHEREAS, The United States first authorized national
observance of daylight saving time in 1918 during World War I
and again during World War II to save money on energy; and
WHEREAS, The modern framework for daylight saving time was
later established by the Uniform Time Act of 1966; and
WHEREAS, In the United States, daylight saving time begins
each year on the second Sunday in March and ends the first
Sunday in November; and
WHEREAS, Under Federal law, states can exempt themselves from
observing daylight saving time and remain on standard time but
states are not able to observe daylight saving time year-round
without a change in Federal statute; and
WHEREAS, Several jurisdictions, including Hawaii, Arizona,
except for the Navajo Nation residents, and United States
territories do not observe daylight saving time; and

WHEREAS, Eliminating biannual clock changes would remove
short-term harms caused by the transition such as the jump in
fatal car crashes the week after the time change and disruptions
in schedules for travel, shipping and other time-sensitive
systems; and
WHEREAS, Health benefits from keeping a single, consistent
time include decreases in the risk of heart attack and stroke,
lower seasonal mood problems after the fall change and a
steadier circadian rhythm; and
WHEREAS, Having more usable evening light by keeping
permanent daylight saving time is associated with fewer
pedestrian deaths, lower robbery rates, increases in exercise,
boosts in consumer spending, energy savings and simpler
nationwide timing for transportation and communications; and
WHEREAS, Many states that have passed laws or resolutions
expressing a preference to stop clock changes often favor
keeping permanent daylight saving time; therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the Congress of the United
States to require all states to permanently observe daylight
saving time year-round; and be it further
RESOLVED, That copies of this resolution be transmitted to
the presiding officers of each house of Congress and to each
member of Congress from Pennsylvania.
