A RESOLUTION
Directing the Joint State Government Commission to study
Pennsylvania's early childhood education system, including
the impact of public, PRIVATE and private equity SECTORS in
child care and make recommendations for improvements that are
necessary to increase access to affordable, high-quality care
for all families across this Commonwealth.
WHEREAS, Working parents throughout this Commonwealth
struggle to access and afford high-quality child care and early
learning options that meet their needs and preferences; and
WHEREAS, Child care staffing recruitment has proven difficult
due to inadequate pay and benefits, resulting in a decreased
supply of child care in recent years, despite steady demand; and
WHEREAS, With the high costs of child care, parents are
unable to pay more than they are currently spending while child
care providers struggle to maintain their programs due to
financial hardships; and
WHEREAS, Providers of all sizes and structures operate with a
need to generate sustainable revenue to cover operating costs,
invest in quality improvements and maintain services for the

families and communities they serve; and
WHEREAS, Additionally, child care providers across the nation
are reporting higher liability insurance costs, reduced coverage
and policies being dropped by insurance companies; and
WHEREAS, Liability insurance is necessary for child care
providers to protect themselves from financial loss, lawsuits,
injuries and accidents; and
WHEREAS, Furthermore, when child care centers have to pay
more for insurance, these costs are often passed on to parents
through increased tuition; and
WHEREAS, Without liability insurance, child care providers
take on the risk of losing their license, closing their business
or serving fewer families; and
WHEREAS, It is important that the child care business model
and the impact of public and private entities in the child care
industry is analyzed and understood in order to ensure that the
best interests of children are prioritized and parents are
provided affordable child care options that meet their needs;
therefore be it
RESOLVED, That the House of Representatives direct the Joint
State Government Commission to study Pennsylvania's early
childhood education system, including the impact of public,
PRIVATE and private equity SECTORS in child care and make
recommendations for improvements that are necessary to increase
access to affordable, high-quality care for all families across
this Commonwealth; and be it further
RESOLVED, That the Joint State Government Commission study
the reasons for, and the impact of, rising liability insurance
rates on child care facilities; and be it further
RESOLVED, That the Joint State Government Commission examine

actions taken by other states to improve access to affordable,
high-quality early learning programs and evaluate the outcomes
the role of public, PRIVATE and private equity SECTORS have on
accessibility, affordability and quality for Pennsylvania
families to ensure that the effects of this partnership remain
positive, along with how other states are addressing liability
insurance for child care facilities to mitigate risks; and be it
further
RESOLVED, That the Joint State Government Commission issue a
report with its findings and legislative recommendations to the
House of Representatives within 12 months of the adoption of
this resolution.
