A RESOLUTION
Directing the Joint State Government Commission to conduct a
thorough and comprehensive study on the feasibility of the
establishment by the Pennsylvania National Guard and the
Pennsylvania State Police of a joint police and tactical unit
training facility at Fort Indiantown Gap and issue a report
containing findings and recommendations.
WHEREAS, Pennsylvania has more than 25,000 police officers at
the State and local levels and more than 1,200 municipal police
departments, regional police departments and county detective
agencies that serve local communities by investigating crimes
and filing criminal charges; and
WHEREAS, The Municipal Police Officers' Education and
Training Commission sets the Statewide curriculum and minimum
standards for basic and in-service police training; and
WHEREAS, In addition to basic police training, police
officers also need proper tactical training to fulfill aspects
of their job; and
WHEREAS, Tactical training for police officers includes
specialized courses involving high-risk scenarios, including
active shooter incidents, hostage rescues and barricaded

suspects; and
WHEREAS, For many police officers in this Commonwealth, this
type of tactical training is provided by specialized academies,
regional facilities and private vendors; and
WHEREAS, Tactical units often train as collaborative regional
teams rather than on a county-by-county basis; and
WHEREAS, Regional tactical training centers in this
Commonwealth include the Montgomery County Tactical Response
Training Center and the Chester County Tactical Village; and
WHEREAS, Recent high-profile cases in this Commonwealth have
highlighted the dangerous encounters that police officers face
when needing to employ tactical maneuvers and coordination; and
WHEREAS, The availability of more tactical unit training
centers in this Commonwealth would help ensure that more police
officers continue to receive this invaluable training; and
WHEREAS, A study on the feasibility of the Pennsylvania
National Guard and the Pennsylvania State Police establishing a
joint police and tactical unit training facility at Fort
Indiantown Gap would provide valuable insight into determining
whether the training facility would be a sound investment to
help ensure that officers receive necessary tactical unit
training; and
WHEREAS, By conducting a study on this topic, the Joint State
Government Commission could help identify whether the training
facility would be beneficial and whether Fort Indiantown Gap
would be the proper location; therefore be it
RESOLVED, That the House of Representatives direct the Joint
State Government Commission to conduct a thorough and
comprehensive study on the feasibility of the establishment by
the Pennsylvania National Guard and the Pennsylvania State

Police of a joint police and tactical unit training facility at
Fort Indiantown Gap; and be it further
RESOLVED, That the study:
(1) ascertain the estimated costs necessary for building
and constructing a joint police and tactical unit training
facility;
(2) ascertain any other start-up costs associated with
building and constructing a joint police and tactical unit
training facility;
(3) examine successful models and best practices
implemented by other facilities and jurisdictions to help
develop a model curriculum;
(4) provide recommendations for the development of
continuing education courses that can be taken by law
enforcement officers on an annual basis;
(5) provide recommendations for the development of
tactical training and courses that feature different local
law enforcement agencies working together with the
Pennsylvania State Police in a county;
(6) examine the utility of allowing other types of law
enforcement officers to train at the joint police and
tactical unit training facility, including sheriffs and
deputy sheriffs;
(7) determine the feasibility of establishing the joint
police and tactical unit training facility at Fort Indiantown
Gap or at another location in this Commonwealth; and
(8) recommend any legislative action to establish the
joint police and tactical unit training facility if it is
determined to be feasible;

RESOLVED, That, within 12 months of the adoption of this
resolution, the Joint State Government Commission issue a report
with its findings and recommendations to the Judiciary Committee
of the House of Representatives.
