A RESOLUTION
Recognizing June 16, 2026, as "Merit Shop Day" in Pennsylvania.
WHEREAS, The construction industry is one of our nation's
largest industries, employing more than 5 million individuals in
the United States; and
WHEREAS, This Commonwealth relies on more than 200,000
construction workers and has the fifth largest construction
workforce in the nation; and
WHEREAS, Merit shop construction contractors operate on the
principles of free enterprise, open competition and the
selection of the most qualified and responsible contractors
based on merit, performance and value; and
WHEREAS, Merit shop construction contractors that are
nonaffiliated with a labor organization represent approximately
90% of the industry; and
WHEREAS, Merit shop registered apprenticeship programs have
graduated thousands of apprentices into skilled craft
professionals across the construction industry; and

WHEREAS, Merit shop construction contractors significantly
invest in their employee career development through registered
apprenticeship programs, OSHA training, suicide prevention and
re-entry opportunities for individuals returning from the
criminal justice system in an effort to develop a highly
skilled, diverse and safe construction workforce; and
WHEREAS, Merit shop construction employees report rewarding
careers in construction and high satisfaction as craft
professionals; and
WHEREAS, Merit shop construction contractors play a vital
role in strengthening national, State and local economies by
undertaking projects that build and maintain essential
infrastructure, including schools, hospitals, transportation
systems, utilities, commercial facilities and housing; and
WHEREAS, Merit shops foster innovation, efficiency and cost-
effectiveness by encouraging competition, adopting innovative
construction technologies and implementing best practices in
project planning, safety and workforce development; and
WHEREAS, Merit shop construction contractors place a strong
emphasis on workplace safety, recognizing that protecting the
health and well-being of all workers is essential to project
success, community trust and long-term industry sustainability;
and
WHEREAS, Through their commitment to excellence, integrity
and accountability, merit shop construction contractors
positively impact communities by delivering projects that
enhance quality of life, promote economic development and
support public services; therefore be it
RESOLVED, That the House of Representatives recognize June
16, 2026, as "Merit Shop Day" in Pennsylvania.
