A RESOLUTION
Recognizing October 10, 2026, as "National Day of the Republic
of China (Taiwan)" in Pennsylvania.
WHEREAS, The Republic of China was established in China in
1912, and its government relocated to Taiwan in 1949; and
WHEREAS, The Republic of China has exercised jurisdiction
over the main island of Taiwan and a number of outlying islands
since 1949, and it observes October 10 as its National Day; and
WHEREAS, Taiwan is a diverse, inclusive society, composed of
Han Chinese, indigenous Malayo-Polynesian peoples and immigrants
from all over the world; and
WHEREAS, Taiwan's diverse ethnic groups enrich its culture,
and Taiwan's multicultural history is reflected in its dialects,
religions, education and artistic expressions; and
WHEREAS, The United States policy toward Taiwan is not based
on United Nations Resolution 2758, passed in 1971, which did not
address Taiwan's representation or sovereignty, nor the
relationship between the People's Republic of China and the

Republic of China; and
WHEREAS, The United States Congress passed the Taiwan
Relations Act (TRA) in 1979 to sustain a close bilateral
relationship to advance mutual security and commercial interests
between the United States and Taiwan, and the TRA, together with
the Six Assurances stipulated by President Ronald Reagan in
1982, serves as the cornerstone of United States-Taiwan
relations, preserving peace and stability in the Taiwan Strait;
and
WHEREAS, Taiwan has become a resilient, peaceful and
prosperous democracy that shares core values with the United
States, including freedom, peace and democratic governance; and
WHEREAS, As the Commonwealth of Pennsylvania commemorates the
250th anniversary of America's founding this year, it also
recognizes the 30th anniversary of Taiwan's first direct
presidential election, a historic milestone that demonstrates
the enduring strength and vitality of Taiwan's democracy; and
WHEREAS, Taiwan's mastery of advanced semiconductor
manufacturing and its centrality to the artificial intelligence
revolution play a crucial role in supporting the United States'
leadership in AI innovation while strengthening the global
supply chains; and
WHEREAS, Taiwan and the United States share close and solid
economic ties; and
WHEREAS, Taiwan is the United States' fourth-largest trading
partner, and the United States is Taiwan's largest trading
partner, with total trade reaching $256 billion in 2025; and
WHEREAS, Taiwan is this Commonwealth's largest import market
in Asia, and Taiwan was this Commonwealth's sixth-largest Asian
export market in 2025; and

WHEREAS, Since the Commonwealth reopened its Trade and
Investment Office in Taiwan in 2022, it has helped to make the
Commonwealth home to a growing number of Taiwanese companies
that create numerous jobs; and
WHEREAS, The Commonwealth and Taiwan have developed an
enduring and mutually beneficial partnership that facilitates
economic, scientific, educational, cultural and people-to-people
exchanges; and
WHEREAS, The United States-Taiwan Education Initiative,
launched in 2020, promotes cooperation in international
education and highlights Taiwan's strength in Mandarin
instruction and academic exchange; and
WHEREAS, Institutions in the Commonwealth and Taiwan have
formed deep partnerships, as shown by partnerships with The
Pennsylvania State University, the University of Pittsburgh, the
University of Scranton and the Pennsylvania College of
Technology, which provide this Commonwealth's students with
Mandarin trainings, cultural visits to Taiwan or research
regarding science and technology; and
WHEREAS, Both at home and abroad, the "National Day of the
Republic of China (Taiwan)" is recognized as a celebration of
its achievements in building a better society and strengthening
its freedom, democracy, global competitiveness and economic
stability, while continuing to preserve cross-strait peace and
stability; therefore be it
RESOLVED, That the House of Representatives recognize October
10, 2026, as "National Day of the Republic of China (Taiwan)" in
Pennsylvania.
