A RESOLUTION
Recognizing the month of August 2026 as "National Breastfeeding
Month" in Pennsylvania.
WHEREAS, The Centers for Disease Control and Prevention note
that breast milk is the best source of nutrients for most
babies; and
WHEREAS, Multiple organizations, including the American
Academy of Pediatrics, the World Health Organization and Dietary
Guidelines for Americans, recommend feeding an infant
exclusively through breastfeeding for the first six months of an
infant's life; and
WHEREAS, The energy and nutrient needs of an infant may be
met exclusively through breast milk during the first few months
of life; and
WHEREAS, Breast milk continues to support a child's
nutritional needs throughout the first and second years of life;
and
WHEREAS, Breastfeeding provides numerous benefits for a

mother, reducing the risk of certain cancers, diabetes and high
blood pressure; and
WHEREAS, For an infant, breast milk provides antibodies and
reduces the risk of serious illnesses and chronic conditions;
and
WHEREAS, Breast milk may also provide some protection against
sudden infant death syndrome; and
WHEREAS, Some parents may experience challenges with
breastfeeding such as latching problems, milk supply issues or
nursing strikes; and
WHEREAS, Lactation consultants and pediatricians can provide
assistance to families who are struggling with breastfeeding;
and
WHEREAS, Services and supports for mothers who are
breastfeeding are also crucially important; and
WHEREAS, As breastfeeding can be done anywhere, the Freedom
to Breastfeed Act prohibits the act of breastfeeding from being
considered indecent exposure, open lewdness, obscene or sexual
conduct or a nuisance in Pennsylvania; and
WHEREAS, Private health insurers subject to rules under the
Affordable Care Act are required to provide coverage to
lactation support, breastfeeding equipment, supplies and
counseling, both before and after birth; and
WHEREAS, The month of August is recognized as "National
Breastfeeding Month" to highlight the importance and benefits of
breastfeeding; and
WHEREAS, Recognizing "National Breastfeeding Month" provides
an opportunity for the Commonwealth to bring awareness to
breastfeeding and the services available to support each family
during their unique breastfeeding journey; therefore be it
