A RESOLUTION
Urging the Congress of the United States to pass H.R. 7658 and
S. 3949, the Enhanced Cybersecurity for SNAP Act of 2026, or
create and enact other legislation to require the
implementation of stronger security measures to protect
Supplemental Nutrition Assistance Program benefits.
WHEREAS, The Supplemental Nutrition Assistance Program (SNAP)
is a federally funded food assistance program that helps low-
income families and older adults afford groceries; and
WHEREAS, More than 1.8 million people across this
Commonwealth were enrolled in SNAP as of January 2026; and
WHEREAS, Across the country, occurrences of SNAP benefit
theft and fraud are increasing; and
WHEREAS, Benefits are often stolen through card skimming,
card cloning, phishing activities and algorithmic attacks; and
WHEREAS, Having their SNAP benefits stolen leaves residents
of this Commonwealth and their families without food until the
next benefit issuance; and
WHEREAS, In this Commonwealth, more than $8 million of stolen
funds were replaced from October 2022 to December 2024; and

WHEREAS, SNAP benefits that were stolen after December 21,
2024, may no longer be reissued using Federal funds; and
WHEREAS, A review from the United States Department of
Agriculture's Office of Inspector General notes that the Food
and Nutrition Service could continue to experience fraudulent
activity throughout the 2025 and 2026 fiscal years totaling as
much as $233 million; and
WHEREAS, Electronic benefits transfer (EBT) chip cards, seen
as a more secure option for SNAP benefits payment, have been
issued to SNAP beneficiaries in only two states and are in the
process of implementation in seven others; and
WHEREAS, Pennsylvania has not yet implemented EBT chip cards,
but beneficiaries may lock their benefits when they are not in
use; and
WHEREAS, Beneficiaries throughout this Commonwealth have
experienced issues with having their benefits stolen even when
they are locked; and
WHEREAS, Section 414.1 of the act of June 13, 1967 (P.L.31,
No.21), known as the Human Services Code, required the
Department of Human Services to issue a study on chip-enabled
EBT card implementation; and
WHEREAS, The report issued by the Department of Human
Services found that the security benefits of issuing chip-
enabled EBT cards in Pennsylvania will be limited without a
national mandate across all states and SNAP-authorized
retailers; and
WHEREAS, H.R. 7658 and S. 3949, the Enhanced Cybersecurity
for SNAP Act of 2026, would ensure that the United States
Department of Agriculture update regulations at least every five
years to help states implement up-to-date guidelines to promote

security; and
WHEREAS, H.R. 7658 and S. 3949 would require all states to
upgrade to chip-enabled EBT cards; and
WHEREAS, The House of Representatives recognizes that the
proposed security measures and nationwide uniformity initiatives
included in the Enhanced Cybersecurity for SNAP Act of 2026
would help protect the benefits of SNAP recipients and ensure
that beneficiaries are able to feed themselves and their
families; therefore be it
RESOLVED, That the House of Representatives urge the Congress
of the United States to pass H.R. 7658 and S. 3949, the Enhanced
Cybersecurity for SNAP Act of 2026, or create and enact other
legislation to require the implementation of stronger security
measures to protect Supplemental Nutrition Assistance Program
benefits.
