A RESOLUTION
Authorizing the sale of property known as the Juniata Gap
Weekend Training Site, located at Good Shepherd Road,
Altoona, Blair County; the Polk Center, located at 1 Lakewood
Circle, Polk Borough, Venango County; SCI Retreat, located at
660 State Route 11, Glen Lyon, Luzerne County; the White
Haven Center, located at 827 Oley Valley Road, White Haven,
Luzerne County; and the Woodhaven Center, located at 2900
Southampton Road, Philadelphia, Philadelphia County.
WHEREAS, Under Article XXIV-A of the act of April 9, 1929
(P.L.177, No.175), known as The Administrative Code of 1929, the
Department of General Services developed, and the Governor
approved, a plan for the disposition of real property owned by
the Commonwealth; and
WHEREAS, The Juniata Gap Weekend Training Site, located at
Good Shepherd Road, Altoona, Blair County, which:
(1) is being surplused by the Department of Military and
Veterans Affairs;
(2) consists of 33.61 acres of vacant/wooded land with
zero buildings;
(3) is appraised at $175,000 as of April 29, 2024, with
$0 in carrying costs and an estimated cost to sell of

$10,000; and
(4) shall be disposed of by competitive bid or public
auction;
and
WHEREAS, The Polk Center, located at 1 Lakewood Circle, Polk
Borough, Venango County, which:
(1) is being surplused by the Department of Human
Services;
(2) consists of approximately 630 acres and 53
buildings, with approximately 988,000 square feet of building
area;
(3) has an estimated value of $6,200,000, with
approximate carrying costs of $5,375,000 per year and an
estimated cost to sell of $250,000; and
(4) shall be disposed of by competitive bid or public
auction;
and
WHEREAS, SCI Retreat, located at 660 State Route 11, Glen
Lyon, Luzerne County, which:
(1) is being surplused by the Department of Corrections;
(2) consists of 174 acres and 30 buildings, with
approximately 304,000 square feet of building area;
(3) has an appraised value of negative $3,000,000
pursuant to an appraisal dated November 12, 2025, with
approximate carrying costs of $817,000 per year and an
estimated cost to sell of $150,000; and
(4) shall be disposed of by competitive bid or public
auction;
and
WHEREAS, The White Haven Center, located at 827 Oley Valley

Road, White Haven, Luzerne County, which:
(1) is being surplused by the Department of Human
Services;
(2) consists of 182.72 acres and 23 buildings, with
approximately 250,000 square feet of building area;
(3) has an appraised value of $12,800,000 pursuant to an
appraisal dated October 8, 2025, with approximate carrying
costs of $5,345,000 per year and an estimated cost to sell of
$150,000; and
(4) shall be disposed of by competitive bid or public
auction;
and
WHEREAS, The Woodhaven Center, located at 2900 Southampton
Road, Philadelphia, Philadelphia County, which:
(1) is being surplused by the Department of Human
Services;
(2) consists of 65.11 acres and 17 buildings, with
approximately 280,000 square feet of building area;
(3) has an estimated value of $36,000,000, with
approximate carrying costs of $1,900,000 per year and an
estimated cost to sell of $200,000; and
(4) shall be disposed of by competitive bid or public
auction;
and
WHEREAS, Upon the approval of the plan in whole or in part by
the General Assembly by affirmative action or failure to act
under section 2404-A of the act of April 9, 1929 (P.L.177,
No.175), known as The Administrative Code of 1929, and section 7
of the act of April 7, 1955 (P.L.23, No.8), known as the
Reorganization Act of 1955, the Department of General Services

may implement the plan in accordance with law; and
WHEREAS, Editorial Note: Final action on this plan must occur
within 30 calendar days following its date of transmittal to the
General Assembly excluding days on which either house is not in
session because of an adjournment of more than ten days to a day
certain; therefore be it
RESOLVED, That Real Property Plan Disposition No. 1 of 2026,
transmitted by the Governor under section 2404-A of the act of
April 9, 1929 (P.L.177, No.175), known as The Administrative
Code of 1929, and section 7 of the act of April 7, 1955 (P.L.23,
No.8), known as the Reorganization Act of 1955, to the General
Assembly under date of July 11, 2026, be approved by the House
of Representatives authorizing the sale of the following
properties:
(1) The Juniata Gap Weekend Training Site, located at
Good Shepherd Road, Altoona, Blair County.
(2) The Polk Center, located at 1 Lakewood Circle, Polk
Borough, Venango County.
(3) SCI Retreat, located at 660 State Route 11, Glen
Lyon, Luzerne County
(4) The White Haven Center, located at 827 Oley Valley
Road, White Haven, Luzerne County.
(5) The Woodhaven Center, located at 2900 Southampton
Road, Philadelphia, Philadelphia County.
