A RESOLUTION
Recognizing the month of October 2025 as "National Breast Cancer
Awareness Month" and October 17, 2025, as "National
Mammography Day" in Pennsylvania.
WHEREAS, "National Breast Cancer Awareness Month" was founded
in 1985 and has since evolved into a collaboration of national
public service organizations, professional medical associations
and government agencies working together to promote breast
cancer awareness, share information on the disease and provide
greater access to services; and
WHEREAS, Since its inception more than 30 years ago, the
"National Breast Cancer Awareness Month" effort has stood at the
forefront of promoting awareness of breast cancer issues; and
WHEREAS, Much remains to be done to educate individuals about
breast health in order to empower them to take charge of their
health through practicing regular breast self-exams to identify
changes, scheduling regular doctor visits and mammograms as
recommended, adhering to prescribed treatment and knowing the

facts about recurrence; and
WHEREAS, An important part of raising awareness involves
helping people to understand the importance of screening and
detecting cancer in its early stages so that treatment can
occur, increasing survival rates and healing and decreasing
suffering; and
WHEREAS, A mammogram serves as a screening test that can
detect breast cancer early; and
WHEREAS, Screening for breast cancer for women who are at
least 40 years of age through mammograms helps to ensure early
detection of breast cancer; and
WHEREAS, "National Mammography Day" has existed since 1993,
when the President of the United States first proclaimed the
third Friday of October as "National Mammography Day" to
encourage women, particularly those in high-risk groups, to make
a mammography appointment during the month of October; and
WHEREAS, The PA Breast Cancer Coalition, founded in 1993,
continues to benefit the Commonwealth by funding research,
providing mammograms, assisting lawmakers and informing the
public about breast cancer; and
WHEREAS, Raising breast cancer awareness remains an important
issue as the five-year survival rate of breast cancer detected
in the localized stage is 99% while only 64% of breast cancer
cases are detected in this stage; and
WHEREAS, The American Cancer Society estimates that in 2025,
an estimated 316,950 new cases of invasive breast cancer will be
diagnosed among women and approximately 2,800 cases will be
diagnosed in men; and
WHEREAS, The PA Breast Cancer Coalition estimates that more
than 13,000 women in this Commonwealth are diagnosed with breast

cancer each year; and
WHEREAS, The overall breast cancer death rate increased by
0.4% per year from 1975 to 1989, but since has decreased
rapidly, for a total decline of 44% through 2022; and
WHEREAS, As a result, since 1989, approximately 517,900
breast cancer deaths in the United States were averted through
significant advances in early detection and treatment; and
WHEREAS, The decline in breast cancer mortality has slowed
slightly in the most recent time period, from an annual decrease
of 1.9% during 2002 to 2011 to 1.3% during 2011 to 2020;
therefore be it
RESOLVED, That the Senate recognize the month of October 2025
as "National Breast Cancer Awareness Month" in Pennsylvania; and
be it further
RESOLVED, That the Senate recognize October 17, 2025, as
"National Mammography Day" in Pennsylvania; and be it further
RESOLVED, That the Senate urge all individuals in this
Commonwealth to have discussions with their doctors about breast
cancer, particularly about the value of getting screened for
breast cancer, especially if potential signs of breast cancer
are detected; and be it further
RESOLVED, That the Senate encourage women in this
Commonwealth who are at least 40 years of age to undergo annual
mammograms and urge women who are under 40 years of age and at
high-risk for breast cancer to follow their doctor's advice on
breast cancer screenings; and be it further
RESOLVED, That the Senate urge residents to take action
during the month of October and throughout the year to help
people remain informed about the incidence of breast cancer and
how residents of this Commonwealth can protect themselves from
