A RESOLUTION
Establishing a Special Committee to investigate the April 13,
2025, attack at the Governor's residence.
WHEREAS, On April 13, 2025, an attack occurred at the
Governor's residence located at 2035 North Front Street,
Harrisburg, while the Governor, First Lady and their children
were inside the residence; and
WHEREAS, The Pennsylvania State Police (PSP) have charged
Cody Balmer with attempted homicide, aggravated arson, burglary,
terrorism, aggravated assault, endangering the welfare of a
child and loitering and prowling at night in regard to the
attack; and
WHEREAS, Former PSP Commissioner Jeffrey Miller and his
consulting company were hired by the PSP to conduct a security
review of the attack; and
WHEREAS, The report was delivered to the PSP and the
Governor's Office on April 28, 2025, but was not otherwise
released; and
WHEREAS, On May 6, 2025, PSP Commissioner Christopher Paris

sent a letter to legislative leaders regarding the
implementation of recommendations contained in the report and
stating that the release of the report would risk jeopardizing
the safety of the Governor, the Lieutenant Governor and others;
and
WHEREAS, There are security concerns related to a full public
review of all of the security records, reports and plans
associated with an investigation into the attack of the
Governor's residence; therefore be it
RESOLVED, That a Special Committee be established to
investigate all matters concerning the attack at the Governor's
mansion, including the report of former PSP Commissioner Jeffrey
Miller and his consulting company, and any upgrades and
expenditures relating to upgrades to security at the Governor's
mansion; and be it further
RESOLVED, That the Special Committee be authorized to:
(1) Send for individuals and papers and subpoena
witnesses, documents, including electronically stored
information, and other materials under the hand and seal of
the chairperson.
(2) Administer oaths to witnesses.
(3) Take testimony.
(4) Prepare and file pleadings and other legal
documents.
(5) Conduct interviews, take statements and any other
investigative steps as determined by the chairperson.
(6) Employ counsel and staff for the use of the
chairperson and the Special Committee;
and be it further
RESOLVED, That the Senate Sergeant-at-Arms or his designee

serve the process of the Special Committee and execute the
Special Committee's orders; and be it further
RESOLVED, That the Special Committee be authorized to sit
during the sessions of the Senate; and be it further
RESOLVED, That the expenses of the investigation be paid by
the Chief Clerk from appropriation accounts under the Chief
Clerk's exclusive control and jurisdiction upon a written
request approved by the President pro tempore of the Senate; and
be it further
RESOLVED, That the Special Committee submit a final report of
the investigation to the majority caucus and minority caucus of
the Senate with its findings and recommendations within 90 days
of the adoption of this resolution.
