A RESOLUTION
Supporting the bipartisan Federal Veterans Traumatic Brain
Injury Adaptive Care Opportunities Nationwide Act of 2025 and
urging the Congress of the United States to pass the measure
to expand and improve care for Pennsylvania veterans with
chronic mild traumatic brain injury, including through
innovative neurorehabilitation strategies that promote mental
health and prevent suicide.
WHEREAS, Thousands of veterans, including many from
Pennsylvania, have returned from military service suffering from
chronic mild traumatic brain injury, often resulting in long-
term cognitive, emotional and functional impairments; and
WHEREAS, Veterans diagnosed with chronic mild traumatic brain
injury due to exposure to combat, explosions or other service-
related activities experience significantly higher rates of
suicide, often more than twice that of the general civilian
population, demonstrating a critical gap in treatment and
prevention services; and
WHEREAS, The bipartisan Federal Veterans Traumatic Brain
Injury Adaptive Care Opportunities Nationwide Act of 2025
(Senate Bill 3130), introduced by United States Senator David

McCormick of Pennsylvania and United States Senator Jacky Rosen
of Nevada, would establish a three-year United States Department
of Veterans Affairs grant program, to be known as the TBI
Innovation Grant Program, dedicated to developing and evaluating
new neurorehabilitation treatments specifically for veterans
with chronic mild traumatic brain injury; and
WHEREAS, Eligibility for grant funding under Senate Bill 3130
would include entities such as academic institutions, community
organizations and health care providers collaborating with
United States Department of Veterans Affairs facilities, with
awards supporting all of the following:
(1) Designing and testing integrative, patient-centered
and nonpharmacological interventions for chronic mild
traumatic brain injury.
(2) Conducting clinical trials to assess outcomes,
including mental health, suicide prevention and long-term
injury effects.
(3) Training clinicians and conducting outreach to
veterans and their families.
(4) Establishing public-private partnerships to scale
best practices;
and
WHEREAS, Bipartisan leaders emphasize the urgent need for the
measure, including a focus on the invisible wounds of war, the
gap in current chronic mild traumatic brain injury treatment
options and the importance of cross-party collaboration to
support veterans' physical and mental well-being; and
WHEREAS, Pennsylvania is home to renowned institutions such
as Harrisburg University's Aurelius Brain Health and Human
Performance that are pioneering integrative therapies, including

hyperbaric oxygen, transcranial magnetic stimulation and
tailored exercise, demonstrating promise in veteran traumatic
brain injury care and illustrating Pennsylvania's leadership and
potential accessory role in the TBI Innovation Grant Program
established under Senate Bill 3130; therefore be it
RESOLVED, That the Senate of the Commonwealth of Pennsylvania
support the bipartisan Federal Veterans Traumatic Brain Injury
Adaptive Care Opportunities Nationwide Act and urge the Congress
of the United States to pass the measure to expand and improve
care for Pennsylvania veterans with chronic mild traumatic brain
injury, including through innovative neurorehabilitation
strategies that promote mental health and prevent suicide; and
be it further
RESOLVED, That the Senate of the Commonwealth of Pennsylvania
encourage partnerships between the United States Department of
Veterans Affairs and Pennsylvania institutions, especially
academic, clinical and community-based organizations, to compete
for and participate in the TBI Innovation Grant Program
established under Senate Bill 3130; and be it further
RESOLVED, That the Senate of the Commonwealth of Pennsylvania
call for continued collaboration between Federal and State
officials to monitor the impact of the TBI Innovation Grant
Program established under Senate Bill 3130, identify best
practices and facilitate ongoing adoption across this
Commonwealth to benefit veterans; and be it further
RESOLVED, That copies of this resolution be transmitted to
the President of the United States, the Majority Leader and
Minority Leader of the United States Senate, the Speaker and
Minority Leader of the United States House of Representatives
and each member of Congress representing Pennsylvania.
