EXPRESSING CONDOLENCES ON THE PASSING OF ANTHONY PICCIRILLI, CPA

WHEREAS, It is with deep sadness that this House has learned of the passing of Mr.
2
Anthony Piccirilli, CPA, of Cranston and Hollywood, Florida. Mr. Piccirilli was the beloved
3
husband of Barbara Piccirilli for 72 years; and
4
WHEREAS, Anthony Piccirilli was born in the City of Providence, the son of Louis and
5
Chiara Piccirilli. He was educated in the Providence school system and served our nation with
6
honor and distinction for four years as a member of the United States Navy Submarine Force. Mr.
7
Piccirilli graduated from Providence College in 1959, and earned his Master’s degree from the
8
University of Florida in 1960. Anthony worked for Ernst & Young for four years and then for the
9
Nicholson File Company for ten years; and
10
WHEREAS, Mr. Piccirilli was appointed as Rhode Island State Auditor General in 1974,
11
served for twenty years, and established the first office of the Auditor General in Rhode Island.
12
Thanks to Mr. Piccirilli’s tireless work ethic and abiding integrity, the office earned regional and
13
national recognition for upholding the highest professional standards in the auditing profession;
14
and
15
WHEREAS, Mr. Piccirilli served as Chairman of the New England Intergovernmental
16
Audit Forum and Vice Chairman of the National Forum. He also served as President of the Rhode
17
Island Society of Certified Public Accountants and as President of the National State Auditors
18
Association, where he testified before the United States Congress on the merits of the “Single
19
Audit Act”. The passage of this act resulted in major improvements in the auditing of Federal
20
financial assistance programs by mandating greater participation by State Auditors; and

WHEREAS, Mr. Piccirilli served as President of the National Association of State
2
Auditors, Controllers, and Treasurers. He was also very involved in the establishment of the
3
Governmental Accounting Standards Board, and served as a member of the American Institute of
4
Certified Public Accountants Committee on Governmental Accounting and Auditing; and
5
WHEREAS, Mr. Piccirilli received numerous awards throughout his long and exemplary
6
career including the Goodrich Award from the Rhode Island Public Expenditure Council, the U.S.
7
Government Accountability Office Financial Management Improvement Award, the Rhode
8
Island CPA 75th Anniversary Award for Accountants in Government, and the Rhode Island
9
Government Finance Officers Association John O. Stitely Memorial Award; and
10
WHEREAS, Beyond his professional accomplishments, Mr. Piccirilli was a passionate
11
sports fan and played baseball for much of his life, including high school, the Rhode Island
12
Amateur League, on his naval base in Norfolk Virginia, and his submarine base in New London,
13
Connecticut. Mr. Piccirilli also coached Little League baseball for several years in the Mount
14
Pleasant neighborhood of Providence; and
15
WHEREAS, In addition to his wife, Barbara, Mr. Piccirilli leaves behind his children,
16
Gerald Piccirilli, Anthony P. Piccirilli, and Virginia Piccirilli and her husband, Greg Hawkinson.
17
He also leaves behind his granddaughters, Ariana and Catrina Piccirilli, as well as many nieces
18
and nephews. He was the brother of Assunta Lombardo and her late husband, Tony Lombardo,
19
and Maria Galasso and her late husband, John Galasso. Mr. Piccirilli was predeceased by his
20
brothers, Louis Piccirilli, CPA, and his late wife, Barbara Piccirilli, and Domenic Piccirilli, Esq.;
21
now, therefore be it
22
RESOLVED, That this House of Representatives of the State of Rhode Island hereby
23
expresses its deepest condolences to the Piccirilli Family on the passing of Mr. Anthony Piccirilli,
24
CPA; and be it further
25
RESOLVED, That the Secretary of State be and hereby is authorized and directed to
26
transmit duly certified copies of this resolution to Barbara Piccirilli, Gerald Piccirilli, Anthony P.
27
Piccirilli and Virginia Piccirilli.
