TO SUPPORT THE HILLSGROVE CLUBHOUSE PROGRAM Introduced By: Representatives Bennett, Edwards, Shallcross Smith, Fogarty, Hull, J. Lombardi, and Donovan Date Introduced: April 08, 2026 Referred To: House Finance 1 WHEREAS, Thrive Behavioral Health, Inc. operates the Hillsgrove Clubhouse Program 2 in Warwick, Rhode Island, a community-based psychiatric rehabilitation program serving 3 individuals living with serious mental illness; and 4 WHEREAS, The Hillsgrove Clubhouse utilizes the internationally recognized, 5 evidenced-based, clubhouse model, which supports recovery through meaningful work, peer 6 engagement, and community integration; and 7 WHEREAS, The Hillsgrove Clubhouse Program is the only accredited program of its 8 kind in the State of Rhode Island, providing a unique and essential component of the state’s 9 behavioral health continuum of care; and 10 WHEREAS, The program serves more than one hundred sixty-five (165) individuals 11 statewide, offering services that promote employment, education, housing stability, and long-term 12 recovery outcomes; and 13 WHEREAS, Thrive Behavioral Health, Inc., recently received notice from the Executive 14 Office of Health and Human Services that it can no longer bill the State Medicaid Program for 15 services provided within the Hillsgrove Clubhouse Program and said notice did not include any 16 alternative billing mechanisms leaving the Program’s status in financial jeopardy 17 WHEREAS, Investment in community-based behavioral health programs reduces 18 reliance on higher-cost services, including hospitalization and emergency care, while improving 19 quality of life for Rhode Island residents; now, therefore be it 1 RESOLVED, That there is hereby appropriated, out of any money in the treasury not 2 otherwise appropriated for the fiscal year 2026-2027, the sum of five hundred thousand dollars 3 ($500,000); that the department of behavioral healthcare, developmental disabilities, and 4 hospitals (BHDDH) is hereby authorized and directed to disburse these funds to Thrive 5 Behavioral Health, Inc. to support the operation and expansion of the Hillsgrove Clubhouse 6 Program; and that the state controller is hereby authorized and directed to draw orders upon the 7 general treasurer for the payment of said sum. ======== LC006299 ======== LC006299 - Page 2 of 3 EXPLANATION BY THE LEGISLATIVE COUNCIL OF J O I N T R E S O L U T I O N MAKING AN APPROPRIATION OF $500,000 TO THRIVE BEHAVIORAL HEALTH, INC.
