S2068 2026 -- S 2068 ======== LC003552 ======== STATE OF RHODE ISLAND IN GENERAL ASSEMBLY JANUARY SESSION, A.D. 2026 ____________ S E N A T E R E S O L U T I O N EXPRESSING DEEPEST CONDOLENCES ON THE PASSING OF THE HONORABLE SCOTT BILL HIRST Introduced By: Senators E Morgan, Sosnowski, Appollonio, Mack, Dimitri, Urso, Felag, Rogers, Thompson, and Burke Date Introduced: January 13, 2026 Referred To: Recommended for Immediate Consideration 1 WHEREAS, It is with deep sadness that this Senate has learned of the passing of The 2 Honorable Scott Bill Hirst. Mr. Hirst was a lifetime resident of Hopkinton, born in 1953 to Robert 3 Scott Hirst and Ruth Carolyn Bill. Mr. Hirst was educated at the Ashaway Elementary School, 4 and Chariho Regional High School. He also attended Rhode Island Junior College and attained an 5 associate’s degree in liberal arts and a bachelor’s degree from the University of Rhode Island in 6 political science; and 7 WHEREAS, Mr. Hirst loved following politics at all levels, local, state and federal, and 8 was a frequent candidate for elective office, serving with distinction, passion and abiding 9 integrity with the Hopkinton Town Council for various terms, including serving as the Town 10 Council President from 2022 to 2024. He was proud to be one of the longest civil servants on the 11 Town Council and had a deep love for serving the people of Hopkinton; and 12 WHEREAS, Mr. Hirst was a member of numerous civic groups including DeMolay, the 13 Freemasons and Knights Templar, and the North Stonington, Connecticut, Grange. He was also 14 active in the Independent Order of Odd Fellows and with the Westerly Elks. In his free time, he 15 enjoyed reading about history, and was an avid genealogist; now, therefore be it 16 RESOLVED, That this Senate of the State of Rhode Island hereby expresses its deepest 17 condolences on the passing of Scott Bill Hirst; and be it further 18 RESOLVED, That the Secretary of State be and hereby is authorized and directed to 1 transmit a duly certified copy of this resolution to the Family of Scott Bill Hirst. ======== LC003552 ======== LC003552 - Page 2 of 2
