RESCINDING ALL PRIOR ARTICLE V CONVENTION APPLICATIONS

WHEREAS, The Rhode Island General Assembly has previously made one or more
2
applications to the Congress of the United States to call a convention to propose amendments to
3
the Constitution of the United States pursuant to Article V of the Constitution of the United
4
States; and
5
WHEREAS, Such applications may have been adopted by prior sessions of the Rhode
6
Island General Assembly at various times in the past; and
7
WHEREAS, The Rhode Island General Assembly no longer wishes the Congress of the
8
United States to consider any such prior applications; now, therefore be it
9
RESOLVED, That this General Assembly of the State of Rhode Island hereby rescinds,
10
repeals, cancels, nullifies, and supersedes any and all prior applications, memorials, resolutions,
11
or other measures adopted by this or any prior session of the Rhode Island General Assembly
12
applying to the Congress of the United States to call a convention for the purpose of proposing
13
amendments to the Constitution of the United States pursuant to Article V of the Constitution of
14
the United States, regardless of when such applications were adopted and regardless of whether
15
such applications were for a limited convention to propose one or more amendments concerning
16
one or more specific subjects or purposes, or for a general convention to propose an unlimited
17
number of amendments upon an unlimited number of subjects, and regardless of whether such
18
applications are expressly identified in this resolution or reflected in the historical records
19
maintained by the Rhode Island General Assembly, the Secretary of State, or the Library of
20
Congress; and be it further

RESOLVED, That the Secretary of State be and hereby is directed to transmit duly
2
certified copies of this resolution, within thirty (30) days of passage, to the Clerk of the United
3
States House of Representatives, the Secretary of the United States Senate, and to each member
4
of the Rhode Island Congressional Delegation; and be it further
5
RESOLVED, That the members of the Rhode Island General Assembly respectfully
6
request that this Joint Resolution be printed in full in the Congressional Record and listed in the
7
official tally of state legislative applications relating to calls for a convention pursuant to Article
8
V of the Constitution of the United States.
