RESOLUTION
TO AMEND RULE 4.2 OF THE RULES OF THE HOUSE OF
REPRESENTATIVES, RELATING TO STANDING COMMITTEES AND THEIR MEMBERSHIPS, SO AS
TO REQUIRE STANDING COMMITTEES TO BE COMPOSED OF MEMBERS OF THE MAJORITY
POLITICAL PARTY IN PROPORTION TO THE NUMBER OF REPRESENTATIVES OF EACH SUCH
POLITICAL PARTY AS NEARLY AS POSSIBLE ENSURING THAT THE MAJORITY POLITICAL
PARTY CONTAINS A MAJORITY OF THE MEMBERSHIP WITHIN EACH STANDING COMMITTEE.

e it resolved by the
House of Representatives
:
T
hat the first
paragraph of Rule 4.2 of the Rules of the House of Representatives is amended
to read:
4
.2
As
soon as practicable after the members have been sworn in and have taken their
seats, the following Standing Committees, except the House of Representatives
Legislative Ethics Committee, and the House of Representatives Committee on
Operations and Management, shall be appointed with the indicated number of
members appointed
thereto:
below.
The total membership of each of these Standing Committees shall be composed of
members of the majority and minority political parties in proportion to the
number of Representatives of each such political party as nearly as possible
and ensuring that the majority party contains a majority of the membership
within each Standing Committee. For purposes of determining committee
composition, percentages shall be rounded as follows: percentages of .49 or
below shall be rounded down and percentages of .50 and above shall be rounded
up. The Speaker shall make adjustments to committee membership upon adoption of
this rule and during each organizational session thereafter.
