To whom was referred a Concurrent Resolution (H.
4573) to request the Department of Transportation name the portion of United
States Highway 76 in Laurens County from the Laurens/Greenville County line to South
Carolina, etc., respectfully
Report:
That they have duly and carefully considered
the same, and recommend that the same do pass:

A concurrent RESOLUTION
to request the Department of Transportation name the
portion of United States Highway 76 in Laurens County from the
Laurens/Greenville County line to South Carolina Highway 101 "Charlie Kirk
Memorial Highway" and erect appropriate markers or signs containing these
words.
W
hereas, Charles
"Charlie" James Kirk, born October 14, 1993, in Arlington Heights, Illinois, was
the son of Robert and Kathryn Kirk. His life was tragically cut short in an act
of violence on September 10, 2025, at Utah Valley University; and
W
hereas, he was the
beloved husband of Erika Kirk, and the devoted father to their daughter and
son, exemplifying the virtues of faith, fidelity, and family; and
W
hereas, Charlie Kirk,
founded Turning Point USA in 2012, a student movement with the mission to
identify, educate, train, and organize students to promote the principles of
fiscal responsibility, free markets, and limited government; and
W
hereas, he was one of
the most prominent voices in America, engaging in civil discourse across
college campuses, media platforms, and national forums, seeking to elevate
truth, foster understanding, and strengthen our nation; and
W
hereas, Charlie Kirk
personified the values of the First Amendment, exercising his right to speak
freely, challenge prevailing narratives, and did so with honor and courage; and
W
hereas, his commitment
to civil discussion and debate stood as a model for all Americans across the
political spectrum; and
W
hereas, his
assassination was a heinous act of violence and a reminder of the growing
threat posed by hatred in our society; and
W
hereas, it would be
fitting and proper to honor this great American by having a highway in Laurens
County dedicated in his memory. Now, therefore,

e it resolved by the House
of Representatives, the Senate concurring:
T
hat the members of the
South Carolina General Assembly, by this resolution, request the Department of
Transportation name the portion of United States Highway 76 in Laurens County
from the Laurens/Greenville County line to South Carolina Highway 101 "Charlie
Kirk Memorial Highway" and erect appropriate markers or signs containing these
words.

e it further resolved that
a copy of this resolution be forwarded to the Department of Transportation.
