RESOLUTION
to congratulate Delorice B. Barrington, treasurer of
Marlboro County, on the occasion of her retirement, and to express deep
appreciation for her more than fifty years of dedicated service to the citizens
of Marlboro county and the state of South Carolina.
W
hereas, Delorice B.
Barrington's remarkable journey of public service began in 1969 when she was
first hired as a bus driver for the Marlboro County School District, eventually
rising to the esteemed position of Marlboro County Treasurer, a role she has
held for the past thirty-four years; and
W
hereas, in every
election, she demonstrated an unwavering commitment to her constituents,
personally walking door-to-door across the county, a testament to her
dedication, resilience, and personal integrity. Despite facing childhood
challenges, including polio and numerous surgeries, Mrs. Barrington has
consistently given all glory and gratitude to God for enabling her to achieve
so much; and
W
hereas, raised on a
farm as the eldest of six children, she was instilled with a strong work ethic and
perseverance by her parents. Even with physical limitations, she actively
participated in demanding farm work, hanging tobacco, picking cotton, raising livestock,
gardening, and driving various farm vehicles. At age nine, she even attempted
to guide a plow behind a donkey, humorously recalling that if the plow had
wheels, she might have had better luck; and
W
hereas, Mrs.
Barrington spent many hours receiving treatment at the Crippled Children's Home
in Florence but remained active in sports, excelling in basketball and softball,
earning numerous sportsmanship trophies, and mastering slalom skiing on one
ski. She also found joy in the performing arts, starring in leading roles with
the Marlboro Players in productions such as
Annie Get Your Gun
and
Oklahoma
,
and participating in numerous dinner theatre performances; and
W
hereas, her family,
known as the "Singing Blue Sisters," was deeply musical, often performing
throughout the Pee Dee region and especially in churches. This upbringing
fostered a lifelong love for music and community engagement; and
W
hereas, Mrs.
Barrington's lifelong pursuit of learning broadened her professional skills
enabling her to spearhead the development of the Marlboro County Treasurer's
Office website to allow convenient online access for taxpayers, realtors,
mortgage companies, and banks; and
W
hereas, she holds an associate
degree in general business, is certified in supervisory management, received
extensive training in financial management and investing through the University
of South Carolina, and annually completes eighteen hours of continuing
education; and
W
hereas, she is a
devoted wife to Jerry Barrington, a mother of three and grandmother of two. A
faithful member of Salem Baptist Church, she sings in the choir and serves on
numerous committees; and
W
hereas, Mrs.
Barrington has provided leadership and service beyond her county, chairing and
serving on various committees of the South Carolina Auditors, Treasurers and
Tax Collectors Association. She serves on the board of the South Carolina
Association of County Executive Elected Officials and is chair of the nominating
committee. She played a critical role in the passage of state legislation to
promote continuing education for auditors and treasurers; and
W
hereas, she has served
on committees for a number of state agencies that include the Department of
Motor Vehicles and the Department of Revenue, and the Constitution and By-Laws
Committee. She volunteers with the Marlboro Players and serves on the local
hospice board. For twenty-five years she has chaired the Forfeited Land
Commission, working with municipalities to the clean-up and revitalization of
properties; and
W
hereas, grateful for
her many years of dedicated service to the State of South Carolina, the House
of Representatives takes great pleasure in extending best wishes to Delorice B.
Barrington as she transitions to a richly deserved retirement and unhurried
pace of the days ahead. Now, therefore,

That the members of the South Carolina
House of Representatives
, by this resolution, congratulate
Delorice B. Barrington, Treasurer of Marlboro County, on the occasion of her
retirement, and to express deep appreciation for her more than fifty years of
dedicated service to the citizens of Marlboro County and State of South
Carolina.
Be it further resolved that a copy of this resolution
be presented to Delorice B. Barrington.
