RESOLUTION

TO HONOR AND COMMEND David B.
Vehaun, City manager for the City of Rock Hill, for his FIFTEEN YEARS OF
OUTSTANDING SERVICE TO THAT CHARMING MUNICIPALITY IN HIS PRESENT POST AND TO
CONGRATULATE HIM ON BECOMING ROCK HILL'S LONGEST-SERVING CITY MANAGER.

W
hereas, the South Carolina House of Representatives is pleased to
learn that David B. Vehaun, having served fifteen years as city manager for the
City of Rock Hill, has become that city's longest-serving city manager and will
be honored at a special celebration, to be held on January 29, 2026; and

W
hereas, David, who has served as city manager since October 2010, previously
served the city as assistant city manager. Before assuming the latter position,
he held a variety of other posts for the City of Rock Hill, including chief
financial officer, senior financial analyst, and financial analyst; and

W
hereas, in preparation for his career, in 1986 David earned his
bachelor's degree in government and public service, with an emphasis in
business administration, from Winthrop University, where he graduated with
honors. He received a Master of Public Administration from the University of
North Carolina at Chapel Hill, with an emphasis on finance and budget
administration, in 1989. In 1991, David also graduated from the Advanced
Government Finance Institute at the University of Wisconsin-Madison School of
Business, which he attended on one of two MBIA National Scholarships; and

W
hereas, he has moderated, and spoken at, past Government Finance
Officer Association (GFOA) national conventions on topics such as budgeting and
long-range financial planning. A frequent speaker at statewide finance
conferences, he is also past president of both the Government Finance Officers
Association of South Carolina and the Municipal Finance Officers, Clerks and
Treasurers Association of South Carolina. Further, he has served on GFOA's
National Nominating Committee and as chairperson of the GFOA National Committee
on Governmental Budgeting and Fiscal Policy. One of three GFOA representatives
to the National Streamlined Sales Tax effort, David also has served as a member
of GFOA's National Executive Board and as ex officio on GFOA's National
Committee on Economic Development and Capital Planning; and

hereas, in addition to his employment with the City of Rock Hill, David
served in the past as an adjunct professor of political science at Winthrop
University, where he taught classes in American government, state and local
government, public budgeting, and public administration. Now, therefore,

hat the members of the South Carolina
House
of Representatives
, by this resolution, honor and commend David B. Vehaun,
city manager for the City of Rock Hill, for his fifteen years of outstanding
service to that charming municipality in his present post and congratulate him
on becoming Rock Hill's longest-serving city manager.

e it further resolved that a copy of this resolution be presented to
David B. Vehaun.
