RESOLUTION
To recognize and honor Nathaniel A. Barber for his
outstanding leadership and service as former chief executive officer of the
South Carolina Community Loan Fund and for his enduring dedication to community
development across the state of south Carolina.
W
hereas, the members of
the South Carolina House of Representatives are pleased to recognize and honor
Nathaniel A. Barber for his invaluable contributions to the South Carolina
Community Loan Fund (SCCLF) and for his steadfast dedication to advancing
community development across the State of South Carolina; and
W
hereas, Mr. Barber
served with distinction as former chief executive officer of the South Carolina
Community Loan Fund, providing visionary and mission-focused leadership that
strengthened the organization's ability to expand access to responsible capital
and inclusive economic opportunity for individuals, small businesses, and
communities throughout the Palmetto State; and
W
hereas, with more than
twenty years of experience in the banking industry, Mr. Barber has long
championed strategic investment and responsible finance, and he was the first
to make an investment in SCCLF under the Community Reinvestment Act on behalf
of South State Bank, helping to catalyze broader engagement in community
development finance across South Carolina; and
W
hereas, through his
leadership and collaboration with public, private, and philanthropic partners,
Mr. Barber's efforts have contributed to meaningful investment in economic
development projects serving communities across the state, supporting job
creation, neighborhood revitalization, and long-term community resilience; and
W
hereas, in 2023, Mr.
Barber played a critical role in efforts resulting in the South Carolina
Community Loan Fund being awarded $50 million in New Markets Tax Credit
allocation from the United States Department of the Treasury, Community
Development Financial Institutions Fund and SCCLF was one of only three community
development entities in South Carolina to receive this allocation; and
W
hereas, as of January
5, 2026, Mr. Barber's dedicated efforts again resulted in the South Carolina
Community Loan Fund receiving $75 million in New Market Tax Credit (NMTC) allocation
from the United States Department of the Treasury, Community Development
Financial Institutions Fund. This substantial NMTC allocation represents the
largest funding award received by SCCLF to date, marking a milestone that will
further strengthen SCCLF's capacity to deliver transformative community and economic
development outcomes across South Carolina; and

hereas, it is fitting
and proper that the South Carolina House of Representatives pause to commend
Nathaniel A. Barber for his exemplary service, principled leadership, and
lasting impact on community development in this State. The members extend their
best wishes for continued success and fulfillment in all his future endeavors. Now,
therefore,

by this resolution, recognize and honor Nathaniel A. Barber for his outstanding
leadership and service as former chief executive officer of the South Carolina
