A concurrent RESOLUTION

TO RECOGNIZE AND
HONOR PEARL TODD BOYD OF LORIS, TO CELEBRATE HER LIFE AND ACHIEVEMENTS, AND TO
APPLAUD HER BEING NAMED HORRY ELECTRIC COOPERATIVE'S 2026 LADY OF THE YEAR.

W
hereas, the members of
the South Carolina General Assembly are pleased to learn that Horry Electric
has named Pearl Todd Boyd the 2026 HEC Lady of the Year. On February 6, 2026, she
will be awarded the honor posthumously at a luncheon, which will be accepted by
her family; and

W
hereas, a remarkable
woman, whose life exemplified dedication, integrity, and selfless service,
Pearl Boyd was more than a leader in her profession, she was a force for
positive change, touching countless lives through her compassion, perseverance,
and unwavering sense of purpose. Whether assisting her husband, managing the
family farm, or providing care and support to individuals and families in need,
she served with both heart and humility; and

W
hereas, born on
February 21, 1945, in Loris, she was the daughter of the late Arthur Burroughs
Todd and the late Lucy Lena Canady Todd, and resided in Loris for her entire
life. In the fall of 1963, she married her late husband, Henry Will Boyd. Together,
they lovingly raised their two daughters, Sharra Boyd Bruton and Trenny Page
Neff, on their family farm, which became the heart of their family and a welcoming
place for children, grandchildren, great-grandchildren, and friends throughout
the community; and

W
hereas, Pearl Boyd dedicated
forty-two years of distinguished service to Loris Healthcare and McLeod Health
Systems. Over the course of her career, she earned numerous honors and awards,
including the William G. Follmer Bronze Merit Award in 1996 from the Healthcare
Financial Management Association (HFMA) in recognition of her outstanding
service and contributions to the healthcare finance profession. She was also a
charter member of Women Involved in Rural Electrification (WIRE), and was a
steadfast supporter of her late husband, Henry, as he faithfully served as a
Trustee of Horry Electric Cooperative, Inc.; and

W
hereas, grounded in a
life of faith and service, she was a devoted member of Beulah Baptist Church,
where she served in many roles, including secretary-treasurer, church clerk, benevolence
committee chair, and Sunday school teacher, and having been raised in the
Cherry Hill community, she often returned with her husband to worship alongside
family and lifelong friends. Her life was enriched by simple joys and a deep appreciation
for the people she loved most, she was well-known for her passion for basketball,
particularly the Duke Blue Devils and NASCAR, and she also found great joy in gardening
and preparing meals for her family and friends; and

W
hereas, honoring Pearl
Boyd posthumously with the 2026 HEC Lady of the Year award recognizes not only
her outstanding achievements and efforts which made a significant difference in
Horry County but also the values she embodied, values that should continue to
guide and inspire all who knew her, even in her absence. Now, therefore,

e it resolved by the House
of Representatives, the Senate concurring:

T
hat the members of the
South Carolina General Assembly, by this resolution, recognize and honor Pearl
Todd Boyd of Loris, celebrate her life and achievements, and applaud her being named
Horry Electric Cooperative's 2026 Lady of the Year.

B
e it further resolved that
a copy of this resolution be presented to the family of Pearl Todd Boyd.
