RESOLUTION
To recognize and honor Dr. Dinesh Shukla, Chancellor
and Founding President of the American International University West Africa,
for transforming African Education Through Visionary Leadership.
W
hereas, born in Africa
to Indian heritage and now a United States citizen, Dr. Shukla embodies a rare
combination of global perspective and a deep commitment to Africa's development;
and
W
hereas, he left home
at thirteen to pursue education abroad, this early experience installed a great
sense of independence, discipline, and intellectual resilience. He completed
his secondary education at Kendriya Vidyalaya IIT Powai and his undergraduate
studies at the University of Mumbai. He did graduate research at Maharaja
Sayajirao University of Baroda, laying a strong foundation for a lifetime of
dedication to education, healthcare, and service; and
W
hereas, Dr. Shukla
first distinguished himself in healthcare leadership. While in Houston, Texas,
he acquired and revitalized Northside General Hospital, where he turned a bankrupt
100-bed facility into a financially stable institution serving undeserved
communities. His leadership extended to Guinea, where he chaired the American
Hospital, the International Medical Center, improving access to quality medical
care and public health outcomes; and
W
hereas, Dr. Shukla founded the
American International University West Africa through a Presidential Decree in
The Gambia in 2007. They opened in 2010 with six students. Since then, AIUWA
has grown to over 2,000 students, offering American-standard medical and
professional education aligned with regional health priorities, including
collaboration with the West African Health Organization. He expanded his vision
in 2023 to Sierra Leone, establishing a second university of 5,000 students,
with the long-term goal of five universities across Africa that will educate
100,00 students by 2028; and
W
hereas, Dr. Shukla's
leadership is defined by resilience, equity, and impact. Even during a serious
cancer diagnosis in 2019, he remained actively engaged in advancing his
institutions. By prioritizing access, scholarships, and ethical education, he
has created a transformative model that equips graduates to serve society.
Through his visionary leadership, institutional excellence, and continental
expansion, Dr. Shukla continues to shape Africa's educational and healthcare
landscape, empowering generations to contribute meaningfully to the continent's
future. Now, therefore,

hat the members of the
South Carolina
House of Representatives
,
by this resolution, recognize and honor Dr. Dinesh Shukla, Chancellor and
Founding President of the American International University West Africa, for
transforming African education through visionary leadership.

that a copy of this resolution be presented to Dr. Dinesh Shukla.
