TO EXPRESS THE
PROFOUND SORROW OF THE SOUTH CAROLINA HOUSE OF REPRESENTATIVES UPON THE PASSING
OF DR. WILLIAM "BILL" MANNING OF ABBEVILLE AND TO EXTEND THE DEEPEST SYMPATHY
TO HIS FAMILY AND MANY FRIENDS.

W
hereas, the members of
the South Carolina House of Representatives were deeply saddened to learn of
the passing of Dr. William "Bill" Manning on Sunday, February 22, 2026, at the
age of eighty-three; and

W
hereas, born in
Abbeville to the late Rennie F. Manning and Daisy Cann Manning, Dr. Manning was
a proud graduate of Abbeville High School, Class of 1960, and continued his
education at Erskine College, where he earned his degree in 1963; and

W
hereas, from an early
age, Dr. Manning recognized his calling to medicine and pursued that vocation
by earning his medical degree from the Medical University of South Carolina.
Following graduation, he honorably served his country in the United States Navy.
He completed his residency training in Augusta, Georgia, and at Greenville
Memorial Hospital before establishing a distinguished career as an orthopedic
surgeon. After thirty-five years of dedicated service with Oakwood Orthopedic
in Greenville, he retired in 2004; and

W
hereas, beyond his
professional accomplishments, Dr. Manning was an avid gardener and flower
enthusiast who delighted in cultivating daylilies, carefully tending his yard,
and collecting Model A automobiles; and

W
hereas, above all, he
was a man of deep faith and a devoted member of Gilgal Methodist Church for
many years; and

W
hereas, Dr. Manning
will be lovingly remembered by his wife, Karen Stoddard Manning; his children,
William Steven Manning of Abbeville, Dr. Benjamin Meyer Manning of Greenville,
and Dr. Erika Lyn Manning of Florence; his two grandchildren, Madeline Grace
Manning and William Benjamin Manning; and a host of extended family and dear friends.
He was preceded in death by his first wife of fifty-one years, Alma Janice "Jan"
Ashley Manning, and by his brothers, Gerald Manning and Franklin Manning. Now,
therefore,

hat the members of the
South Carolina
House of Representatives
,
by this resolution, express their profound sorrow upon the passing of Dr.
William "Bill" Manning of Abbeville and extend their deepest sympathy to his
family and many friends.

that a copy of this resolution be presented to the family.
