RESOLUTION
TO RECOGNIZE AND HONOR THE
ORANGEBURG DEPARTMENT OF PUBLIC SAFETY'S LIEUTENANT SAMUEL J. JENKINS UPON THE
OCCASION OF HIS RECENT RETIREMENT AFTER FOUR DECADES OF DISTINGUISHED CIVIL
SERVICE.
W
hereas, the South Carolina House of Representatives has learned that
Lieutenant Samuel J. Jenkins of the Orangeburg Department of Public Safety
officially retired on March 12, 2026, after forty years of dedicated service;
and
W
hereas, throughout his career, Samuel faithfully served and
protected the citizens of Orangeburg, demonstrating integrity, professionalism,
and compassion; and
W
hereas, he has not gone unappreciated. His awards include the
Southeast Region Organized Crime Drug Enforcement Task Force Outstanding
Contributions to Project Bitter Orange; the Rotary Morning "Service Above Self"
Award for Dedicated Service to the City of Orangeburg; the U.S. Department of
Justice--Drug Enforcement Administration Outstanding Contributions in Drug
Enforcement; and the Roger D. Bryant Award for Exemplary Service, Commitment,
and Dedication to the City of Orangeburg; and
W
hereas, in addition to his daily duties, he served on security teams
for several distinguished visitors to Orangeburg, including then-candidate
Barack Obama, President Joe Biden, Johnnie Cochran, and Bill Cosby; and
W
hereas, Lieutenant Jenkins' career also has been marked by
resilience and sacrifice. Early in his service, serious injuries he sustained
in an on-duty vehicle accident required facial reconstruction and nearly a year
of recovery. In 1993, on the eve of his twenty-eighth birthday, he was among
responding officers in the tragic shooting at the Belk department store that
claimed the life of his colleague, Sergeant Thomas Harrison Jr. Despite these
profound challenges, he remained steadfast in his commitment to duty, faith,
family, and community; and
W
hereas, to recognize Samuel Jenkins for his many years of service,
his colleagues will host a retirement celebration in his honor on March 21,
2026; and
W
hereas, the House of Representatives, grateful for the legacy of
consistent commitment and excellence Samuel Jenkins has bestowed on the people
of South Carolina, takes great pleasure in wishing him well as he enters
retirement and trusts he will find much enjoyment in the more leisurely pace of
the days ahead. Now, therefore,

hat the members of the South Carolina
House
of Representatives
, by this resolution, recognize and honor the
Orangeburg Department of Public Safety's Lieutenant Samuel J. Jenkins upon the
occasion of his recent retirement after four decades of distinguished civil
service.
B
e it further resolved that a copy of this resolution be presented to
Lieutenant Samuel J. Jenkins.
