TO CONGRATULATE LCI-LINEBERGER CONSTRUCTION INC. OF
LANCASTER AT THE CELEBRATION OF ITS THIRTIETH ANNIVERSARY, TO EXPRESS
APPRECIATION FOR ITS THREE DECADES OF EXCEPTIONAL SERVICE AND SIGNIFICANT
ECONOMIC IMPACT IN THE MIDLANDS AND BEYOND, AND TO EXTEND BEST WISHES FOR CONTINUED
SUCCESS IN THE YEARS TO COME.
W
hereas, the South
Carolina House of Representatives is pleased to learn that Lancaster's LCI-Lineberger
Construction Inc. (LCI) is celebrating its thirtieth anniversary in 2026; and
W
hereas, LCI-Lineberger
Construction Inc. is a leading provider of heavy highway and civil construction
in Lancaster. Since its inception on September 7, 1995, the company has
contributed greatly to infrastructure growth and economic development in the
areas it serves; and
W
hereas, the company's
founding owner and president, Kimberly Lineberger Thomas, spent her ï¬rst few
post-college years gaining experience in the industry with her father's
company. When she started her own business in 1995, she opened her doors with
four trucks for material hauling and four pieces of heavy equipment for grading
and reclamation; and
W
hereas, previous
milestones for the company include the addition of paving operations in 1996,
the purchase of its first asphalt manufacturing plant in 1999, expansion of
trucking services, construction operations, move to a new corporate office
facility in 2017, and renewal of its asphalt manufacturing operations in 2024;
and
W
hereas, in 2016, Ms.
Thomas opened Carolina Construction School, offering real-world experience to
standardized training in heavy equipment operation, commercial truck driving,
and safety. With three decades of growth, expansion, and innovation, the
company now employs more than one hundred people and operates more than two
hundred pieces of equipment and commercial vehicles; and

hereas, with much
pleasure and excitement, LCI will mark this anniversary year with a celebratory
event for its community, partners, and customers, as well as its dedicated and
talented team, on Friday, May 15, 2026; and
W
hereas, appreciative
of LCI's important contributions to the prosperity of the Palmetto State, the
House of Representatives is delighted to salute the company's thirty years of
innovation and excellence in serving the citizens of the Lancaster area, South
Carolina at large, and beyond. Now, therefore,

by this resolution, congratulate LCI-Lineberger Construction Inc. of Lancaster
at the celebration of its thirtieth anniversary, express appreciation for its
three decades of exceptional service and significant economic impact in the
Midlands and beyond, and extend best wishes for continued success in the years
to come.
