RESOLUTION

TO CONGRATULATE NORTH CENTRAL
ELEMENTARY SCHOOL OF THE KERSHAW COUNTY SCHOOL DISTRICT ON BEING SELECTED AS A
BEATING THE ODDS INVESTIGATIVE STUDY SCHOOL BY THE SOUTH CAROLINA EDUCATION
OVERSIGHT COMMITTEE.

W
hereas, the South Carolina House of Representatives is pleased to
learn that North Central Elementary School was chosen as a Beating the Odds
Investigative Study school by the South Carolina Education Oversight Committee
(EOC); and

W
hereas, the Beating the Odds Investigative Study was implemented by
the EOC in 2024 and is ongoing; and

W
hereas, the purpose of this study is to examine the practices and
characteristics of schools where students are achieving well academically
despite having a high percentage of pupils in poverty. Because the EOC is
charged with encouraging continuous improvement in South Carolina public
schools, this study will be used to help identify possible characteristics that
might assist schools in serving students in poverty; and

W
hereas, schools selected for the study met the following criteria to
qualify: enrollment of more than one hundred students; excellent overall rating
with no below-average or unsatisfactory indicator ratings; poverty ratio
greater than, or equal to, 75%, based on average poverty index of elementary
schools with an overall rating of below average; open enrollment policies that
do not permit admission based on application or criteria; and

W
hereas, research shows that schools with higher poverty rates tend
to have lower academic achievement. Therefore, these schools are "beating the odds"
in producing top-tier student achievement; and

W
hereas, the House takes great pleasure in recognizing North Central
Elementary for receiving the honor of being included in the Beating the Odds
Investigative Study, and the members look forward to hearing of North Central's
further achievements in the days ahead. Now, therefore,

hat the members of the South Carolina
House
of Representatives
, by this resolution, congratulate North Central
Elementary School of the Kershaw County School District on being selected as a
Beating the Odds Investigative Study school by the South Carolina Education
Oversight Committee.

e it further resolved that a copy of this resolution be presented to
Principal Brittan Gardner of North Central Elementary School.
