RESOLUTION
TO CONGRATULATE THE SOUTH CAROLINA ASPHALT PAVEMENT
ASSOCIATION and its members UPON THE OCCASION OF ITS sixtieth ANNIVERSARY AND
TO COMMEND the organization FOR ITS MANY YEARS OF DEDICATED SERVICE TO THE
PEOPLE AND THE STATE OF SOUTH CAROLINA.
W
hereas, the members of
the South Carolina Senate are pleased to recognize the South Carolina Asphalt
Pavement Association as it celebrates this important milestone; and
W
hereas, the South
Carolina Asphalt Pavement Association is a nonprofit trade association
representing asphalt pavement producers and suppliers throughout the Palmetto
State. The association was incorporated in November 1966 and will celebrate its
sixtieth anniversary in 2026; and
W
hereas, since its
founding, the South Carolina Asphalt Pavement Association has represented the
companies and professionals responsible for building and maintaining much of
the roadway infrastructure that connects South Carolina's communities, including
interstate highways, state highways, local roads, streets, parking facilities,
and airport pavements; and
W
hereas, infrastructure
investment is a key driver of economic growth in South Carolina, with recent
economic analysis estimating that current infrastructure investments will
generate more than fifty-six billion dollars in economic output and support
tens of thousands of jobs across the State; and
W
hereas, the passage of
Act 40 in 2017 marked South Carolina's historic commitment to improving and
modernizing its transportation system, and the asphalt paving industry has
played a critical role in delivering these infrastructure improvements for the
benefit of motorists, businesses, and communities across the Palmetto State;
and
W
hereas, the members of
the South Carolina Asphalt Pavement Association generate a significant economic
impact in South Carolina each year through the production of asphalt materials,
construction services, equipment operations, and related industries; and
W
hereas, through
collaboration with the South Carolina Department of Transportation and other
partners, the South Carolina Asphalt Pavement Association promotes high
standards in asphalt pavement quality, performance, and safety while advancing
innovative materials, technologies, and construction practices that improve the
durability and efficiency of the State's transportation network; and
W
hereas, the South
Carolina asphalt industry continues to advance modern pavement technologies,
including improved mix designs, performance testing, and sustainable
construction methods that extend pavement life and improve long-term value for
taxpayers; and
W
hereas, asphalt
pavement is one of the most recycled materials in America, and the South
Carolina asphalt industry has demonstrated leadership in environmental
stewardship by incorporating reclaimed asphalt pavement into new roadway
construction, conserving natural resources, reducing waste, and lowering the
environmental footprint of infrastructure projects; and
W
hereas, the South
Carolina Asphalt Pavement Association and its members continue to strengthen
South Carolina's economy, invest in communities, and support the development of
safe, durable, and sustainable transportation infrastructure throughout the
State; and
W
hereas, the members of
the South Carolina Senate greatly appreciate the dedication and commitment of the
members of the South Carolina Asphalt Pavement Association to serving the
people and the State of South Carolina. Now, therefore,

hat the members of the
South Carolina
Senate
, by this resolution,
congratulate the South Carolina Asphalt Pavement Association and its members upon
the occasion of its sixtieth anniversary and commend the organization for its
many years of dedicated service to the people and the State of South Carolina.

that a copy of this resolution be presented to the South Carolina Asphalt
Pavement Association.
