To whom was referred a Concurrent Resolution (S.
1175) to request the Department of Transportation name the portion of United
States Highway 176 from its intersection with South Carolina Highway 16 to the Columbia
Canal, etc., respectfully
Report:
That they have duly and carefully considered
the same, and recommend that the same do pass:

A concurrent RESOLUTION
To request the Department of Transportation name the
portion of United States Highway 176 from its intersection with South Carolina
highway 16 to the Columbia Canal in Richland County "Dr. Jasper Salmond
Highway" and place appropriate markers or signs containing these words at this
location.
W
hereas, a pillar of
his community for decades, Dr. Jasper Salmond has devoted his life to service
as an educator, military veteran, international business consultant, and
elected official. For nearly sixty years, he has worked to uplift others,
having learned the value of sharing and giving back as a child of the Great
Depression; and
W
hereas, the Camden
native prepared for his life's journey by earning a degree in education from
Benedict College where he was student body president, a member of Alpha Kappa Mu
Honor Society, and graduated magna cum laude. He furthered his education with a
master's degree in educational supervision and administration from the Teachers
College of Columbia University, with additional studies at the University of
South Carolina's Extension Program Services in Atlanta, and at the Xerox
Operational Management Training School in Lynchburg, Virginia; and
W
hereas, Dr. Salmond's
roles with Richland County School District One include teacher, junior high
school assistant principal, and principal of three elementary schools in the
former Columbia Public School System. He served in the United States Armed
Forces as a noncommissioned military police officer, and in 1972 he joined Wilbur
Smith Associates, an international consulting firm that enabled him to travel
throughout the nation and to Kuwait; and
W
hereas, he served as a
leader on the Palmetto Health Alliance Board of Directors, served more than
twenty-one years on the board of Richland County School District One, is a past
president of the South Carolina School Boards Association, and was a member of
the National School Boards Association Planning Committee. Other memberships
include the Columbia Kiwanis Club, Greater Columbia Community Residents
Council, Carolina First Bank, United Way of the Midlands, and chairman of the
First Calvary Baptist Church Board of Deacons; and
W
hereas, Dr. Salmond's
awards and recognitions include an Honorary Doctorate of Human Letters from
Benedict College, the Order of the Palmetto in 2002, the Global Vision Award in
2003, Alpha Phi Alpha Man of the Year, and the Charles Drew Award. He was cited
as one of "the five men of the decade" by Columbia Metropolitan Magazine in
2000, and is a 2010 Historically Black Colleges and Universities Hall of Fame
Inductee; and
W
hereas, along his
journey, Dr. Salmond had the support of his late wife, Thelma Brooks Salmond,
his loving wife of more than sixty-five years, and their two children. The
family grew to include grandchildren as well as great-grandchildren; and
W
hereas, Dr. Jasper
Salmond has devoted his life to the betterment of his community and to the
furtherance of educating South Carolina's youth. It is only fitting and proper
that he is honored with a highway in Richland County dedicated in his honor. Now,
therefore,

e it resolved by the
Senate, the House of Representatives concurring:
T
hat the members of the
South Carolina General Assembly, by this resolution, request the Department of
Transportation name the portion of United States Highway 176 from its
intersection with South Carolina Highway 16 to the Columbia Canal in Richland
County "Dr. Jasper Salmond Highway" and place appropriate markers or signs
containing these words at this location.

e it further resolved that
a copy of this resolution be forwarded to the Department of Transportation.
