RESOLUTION
TO HONOR AND RECOGNIZE EBONY YOUNG FOR HER YEARS OF
DISTINGUISHED SERVICE TO THE STATE OF SOUTH CAROLINA AND FOR HER INTEGRAL PART
IN DEVELOPING AND IMPLEMENTING THE PALMS PROJECT.
W
hereas, the members of
the South Carolina Senate are grateful to Ebony Young for her many years of
service to the State of South Carolina and her invaluable contributions to the development
and implementation of the PALMS Project; and
W
hereas, Ebony Young was
born on December 16, 1984, in Manhattan, New York, to Belinda Butler and Craig
Young. At a young age, her family returned to South Carolina, where she was
raised in St. Stephen in a close-knit and loving family alongside her siblings,
Dexter, Stefan, and Ashley. She was also greatly influenced by the love and
guidance of her aunt and uncle, Ruth and William Mallett, who helped raise her
alongside her cousins and have always considered her one of their own; and
W
hereas, Ms. Young
attended Timberland High School in St. Stephen before continuing her education
at the University of South Carolina, where she earned a Bachelor of Science
degree in Technology Support and Training Management in 2006; and
W
hereas, Ms. Young began
her professional career with Verizon Wireless as a customer service
representative. In 2007, she joined the South Carolina Judicial Department as a
help desk technician and later served as an applications business analyst.
After more than six years with the Judicial Department, she became an Oracle
Identity Manager (OIM) operations analyst at the University of South Carolina.
In 2015, she joined International Business Machines Corporation (IBM), where
she served in several analytical and leadership roles, including business
analyst, release manager, and operations analyst. In 2019, after nearly five
years with IBM, she became a senior consultant and business analyst with
Intellectual Capitol (ICAP). In November 2020, she joined Propylon as a
business analyst and, in July 2023, was promoted to senior business analyst,
where she mentors and leads teams of mid-tier and associate business analysts;
and

hereas, Ms. Young is a
proud member of Zeta Phi Beta Sorority Incorporated; and
W
hereas, a woman of strong
Christian faith, Ms. Young enjoys worshipping online with 2819 Church in
Atlanta, Georgia. In her leisure time, she enjoys traveling the world, spending
time with family and friends, and watching musicals, with The Wiz ranking among
her favorites; and
W
hereas, through her work
with Propylon, Ms. Young was tasked with learning every aspect of the General
Assembly's operations in order to help create and administer the PALMS Project,
a modern and more efficient drafting and chamber desk system. As a key leader
in the project's development and implementation, she has devoted countless
hours, extraordinary effort, and exceptional work product to advancing the
PALMS program. Few individuals possess a deeper understanding of the inner
workings of the General Assembly than Ebony Young. Throughout her years of
service on the project, she has been a trusted colleague and friend to many,
always willing to go the extra mile and lend a helping hand; and
W
hereas, the members of
the South Carolina Senate are deeply appreciative of the dedication,
professionalism, and countless contributions Ebony Young has provided to the
General Assembly and the State of South Carolina. Though she will be greatly
missed as she embarks upon an exciting promotion in Ireland, the members extend
their warmest congratulations and best wishes for continued success, raising a
celebratory glass of Guinness in her honor and eagerly anticipating hearing of
her many accomplishments abroad while looking forward to her eventual return.

hat the members of the
South Carolina
Senate
, by this resolution,
honor and recognize Ebony Young for her years of distinguished service to the
State of South Carolina and for her integral part in developing and
implementing the PALMS Project.

e it further resolved
that a copy of this resolution be presented to Ebony Young.
