RESOLUTION
to recognize and honor Timothy M.
"Tim" James, Mayor Pro tem of the City of Cayce, for his outstanding service to
Cayce and to wish him well in all his future endeavors as he leaves his service
on the Cayce City Council.
W
hereas, the South Carolina Senate is grateful for the leadership of
Timothy M. "Tim" James on Cayce City Council and was saddened to learn that he did
not seek reelection in November; and
W
hereas, a lifelong resident of Cayce, Mr. James graduated from
Brookland-Cayce High School, earned a bachelor's degree in criminal justice,
and is a graduate of the Federal Bureau of Investigation National Academy, the
FBI-Carolina Command College, the JFK School of Government at Harvard
University, and the Municipal Association of South Carolina's Municipal Elected
Official Institute of Government; and
W
hereas, Mr. James began his connection with Cayce Public Safety as a
young boy through the Cayce Explorers program, and in 1983, he officially
launched his career in law enforcement with the City of Cayce, serving as both
a dispatcher and jailer. He rose through the ranks to serve as Chief of Police
for the City of Cayce and Director of the Cayce Department of Public Safety,
managing law enforcement and fire suppression services for the city and
establishing a reputation as an innovative law enforcement administrator. Mr.
James was named a Strom Thurmond Police Officer of the Year and Cayce-West
Columbia Chamber Citizen of the Year; and
W
hereas, he was first elected to Cayce City Council in 2010 and
served until 2015, when he relocated to Florida to become the Vice President
and Director of Public Safety for Ocean Reef Community Association; and
W
hereas, after returning to Cayce, Mr. James was elected in a 2020
special election to represent District 1 on city council and was soon asked to
lead the Greater Cayce-West Columbia Chamber of Commerce. At a time when the
chamber faced severe financial challenges, his leadership quickly earned the
board's trust, leading to his appointment as CEO. Since that time, through
three chamber chairs and a great team of board members, the chamber has
achieved many successes, to include a revenue stream that allows the mission of
the program to excel; and
W
hereas, Mr. James takes pride in the chamber's achievements over the
past four years, including a successful rebrand, becoming an Accredited Chamber
Program, earning two Carolinas Excellence in Communications Awards, and being
named the 2024 Chamber of Commerce of the Year by the Association of Chamber of
Commerce Executives; and
W
hereas, a long-time advocate for civic engagement and a respected
figure in public service, Mr. James has consistently demonstrated a strong
commitment to his community. His passion for service is reflected in his roles
with the Brookland-Cayce High School Education Foundation, the
Lexington/Richland Alcohol and Drug Abuse Council (LRADAC), the Midlands
Technical College Advisory Board, and as past president of several state and
local criminal justice associations; and
W
hereas, the South Carolina Senate believes that Cayce is stronger
because of the leadership and commitment of Mr. James, a true public servant
and a proven leader. Now, therefore,

e it resolved by the Senate:
T
hat the members of the South Carolina Senate, by this resolution, recognize
and honor Timothy M. "Tim" James, Mayor Pro Tem of the City of Cayce, for his
outstanding service to Cayce and wish him well in all his future endeavors as
he leaves his service on the Cayce City Council.
B
e it further resolved that a copy of this resolution be presented to
Mr. Tim James.
