A CONCURRENT RESOLUTION urging this state's congressional delegation to end 1
foreign aid programs pending control of the United States debt situation. 2
WHEREAS, the national debt has surpassed $38 trillion and is still growing; and 3
WHEREAS, the Congressional Budget Office estimates that interest on the federal debt will 4
reach $1 trillion in 2026; and 5
WHEREAS, each taxpayer's share of the federal debt is over $355,000; and 6
WHEREAS, the ratio of the federal debt to the gross domestic product is more than 124 7
percent; and 8
WHEREAS, such a high amount of debt risks overburdening our economy and sets future 9
generations up for hardship and austerity; and 10
WHEREAS, for decades, federal budget negotiations have culminated in policies that 11
overextend our overseas commitments in aiding developing countries and participating in 12
unnecessary, protracted wars, while fully funding continually expanding domestic entitlement 13
programs; and 14
WHEREAS, such unrestrained spending has resulted in a grim financial and moral 15
situation; and 16
WHEREAS, members of Congress choose to support sending more resources overseas 17
instead of addressing the federal debt; 18
NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the One Hundred 19
First Legislature of the State of South Dakota, the Senate concurring therein, that Senator 20
Thune, Senator Rounds, and Representative Johnson be urged to begin the effort to rein in 21
