A CONCURRENT RESOLUTION urging Congress to repeal the estate tax. 1
WHEREAS, the money a person leaves behind at death usually has been taxed by the 2
federal government at least once; and 3
WHEREAS, the estate tax can be especially difficult for farm and ranch families to 4
paybecause assets are often in the form of land and agricultural equipment, but not in cash; 5
and 6
WHEREAS, heirs of farm and ranch operations, or other generational family businesses, 7
sometimes have to downsize or sell out entirely in order to pay the estate tax; and 8
WHEREAS, economic growth and job creation would arguably be greater if the estate tax 9
were eliminated, thus creating more societal wealth and more revenue for government; and 10
WHEREAS, Senator John Thune is sponsoring a bill in Congress to eliminate the estate 11
tax; 12
NOW, THEREFORE, BE IT RESOLVED, by the Senate of the One Hundred First Legislature 13
of the State of South Dakota, the House of Representatives concurring therein, that Congress 14
be urged to repeal the estate tax. 15
