A CONCURRENT RESOLUTION encouraging the state's congressional delegation to 1
meet with the Legislature. 2
WHEREAS, the framers of the United States Constitution empowered state legislators to 3
be the guardians of liberty against abuses of power by the federal government; and 4
WHEREAS, the federal government, through improper and imprudent spending has 5
created a crushing national debt that now exceeds the national gross domestic product; and 6
WHEREAS, the federal government has overstepped the limits imposed by the United 7
States Constitution and has impinged upon the legitimate roles of each state through the 8
manipulative process of federal mandates; and 9
WHEREAS, the federal government has ceased to operate under a proper interpretation 10
of the United States Constitution; 11
NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the One Hundred 12
First Legislature of the State of South Dakota, the Senate concurring therein, that the 13
Legislature encourages each member of the state's congressional delegation to annually meet 14
with the Legislature, sitting as a joint committee of the whole, for at least one hour, at a time 15
agreed to by the member, the speaker of the House of Representatives, and the president 16
pro tempore of the Senate, to discuss the state of the federal government and the work of 17
the member on behalf of the state and its residents. 18
