A CONCURRENT RESOLUTION encouraging honest economic development rooted in 1
the republican principles of limited government, deregulation, and organic 2
entrepreneurial growth. 3
WHEREAS, the free market economy is foundational to the United States of America; and 4
WHEREAS, the State of South Dakota thrives on free market principles, while emphasizing 5
individual liberty, exercising limited government, promoting personal responsibility, 6
protecting property rights, and keeping taxes low; and 7
WHEREAS, economic development that adheres to such principles benefits the well-being 8
and quality of life of South Dakotans; and 9
WHEREAS, the free market and the private sector, left alone, will best serve our economic 10
interests; and 11
WHEREAS, business owners left to freely evaluate whether South Dakota's principles, 12
people, land, and business climate will choose South Dakota without enticement from tax 13
credits and subsidies financed by South Dakotans; and 14
WHEREAS, businesses that choose to operate in this state need the government only to 15
uphold laws that protect the rights of individuals and organizations, limit taxes and 16
unnecessary regulations, and avoid competing with private enterprise; and 17
WHEREAS, the government helps businesses thrive not by finding and financing new 18
companies and jobs, but by deregulation, which will promote investment in communities; 19
NOW, THEREFORE, BE IT RESOLVED, by the Senate of the One Hundred First Legislature 20
of the State of South Dakota, the House of Representatives concurring therein, that legislative 21
and executive policies in this state be developed and implemented in a manner that supports 22
