Increasing Physical Activity for Elementary School Students

This law changes how much physical activity elementary school students in Tennessee must get each day and sets rules about when they can do this activity.

What This Bill Does

  • Changes the amount of daily physical activity required for elementary schools from 130 minutes per week to 40 minutes per day.
  • Specifies that physical activities include walking, jumping rope, playing volleyball, or other fitness-promoting exercises.
  • Requires unstructured play outside unless weather conditions make it unsafe.
  • Excludes time spent using electronic devices and in physical education classes from counting as required physical activity.
  • Prohibits withholding students from participating in physical activity as a form of punishment.

Who It Names or Affects

  • Local Education Agencies (LEAs) that run elementary schools
  • Elementary school students

Terms To Know

Local Education Agency (LEA)
An organization responsible for managing and operating public schools in a specific area.

Limits and Unknowns

Official Summary Text

Present law requires each local education agency (LEA) to integrate a minimum of 130 minutes of physical activity per week for elementary schools and 90 mi
nutes per week for middle and high schools. This bill increases for elementary schools the amount of physical activity from 130 minutes per week to 60 minutes per day. An LEA must offer such time in two 30-minute periods of physical activity per school
d
ay, with one session in the morning and one in the afternoon.

This bill establishes that physical activity can be walking, jumping rope, playing volleyball, or other forms of physical activity that promote fitness and well-being. Physical activity mus
t include unstructured play outside, unless weather conditions negatively impact reasonable execution of physical activity outside. However, physical activity does not include walking to and from class, time when a student is permitted to use an electron
i
c device, or time spent by a student in a physical education class. Additionally, a student may not be withheld from participating in physical activity as a form of punishment.

ON MARCH 10, 2025, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 15
8, AS AMENDED.

AMENDMENT #1 makes the following revisions:



Revises the provision requiring each LEA to integrate f
or elementary school students a minimum of
60
minutes of physical activity per full school day
to, instead, require a minimum of 40 minutes of such activity.



Removes the provision requiring a
n LEA
to
offer elementary students two
30
-minute periods of physical activity per school day, one session occurring in the morning and one session occurring in the afternoon
